Permit Technician III

General Function: The Permit Technician III serves as the senior-level classification within the City’s Permit Technician Career Series. Under limited direction, the incumbent performs highly specialized technical and administrative work involving permit quality assurance, final permit verification, certificate of occupancy issuance, permit close-out activities, administration of the City’s Private Provider Program, and continuous improvement of permitting operations. Employees in this classification serve as the Building Department's senior permitting specialist and quality assurance resource. The Permit Technician III is responsible for ensuring permits are processed accurately, consistently, and in full compliance with applicable federal, state, and local regulations prior to permit issuance and final project completion. The incumbent exercises considerable independent judgment, serves as a technical resource for departmental staff, mentors junior Permit Technicians, and works collaboratively with Plans Review, Inspection Services, Planning and Zoning, Engineering, Utilities, contractors, developers, and other stakeholders to ensure regulatory compliance and exceptional customer service. Permit Technician III is the highest-level classification within the Permit Technician Career Series. Unlike the Permit Technician II, whose primary responsibility is the administration of complex permit applications and large-scale development projects, the Permit Technician III is responsible for safeguarding the integrity of the permitting process through quality assurance, final permit verification, certificate issuance, permit close-out, and administration of specialized permitting programs. This classification serves as the department's subject matter expert for permitting operations and routinely exercises independent judgment in evaluating permit records, identifying deficiencies, ensuring statutory compliance, and recommending operational improvements. Although incumbents provide technical guidance and mentoring to staff, this classification does not exercise formal supervisory authority. Reports To: Building Operations Manager Supervisory Responsibilities: None Essential Duties and Responsibilities: Performs comprehensive quality assurance reviews of permit applications prior to permit issuance. Verifies that all required departmental reviews, approvals, fees, and supporting documentation have been completed. Reviews permit records for accuracy, completeness, consistency, and compliance with applicable laws, codes, departmental procedures, and adopted policies. Identifies permitting discrepancies and coordinates corrective action with Plans Review, Inspection Services, and permitting staff. Conducts periodic permit audits to ensure compliance with departmental quality standards. Assists management in maintaining consistent permitting practices throughout the department. Serves as the departmental authority responsible for the accurate preparation, review, and documentation of: Certificates of Occupancy (CO) Temporary Certificates of Occupancy (TCO) Certificates of Completion (CC) Temporary Certificates of Completion (TCC), where applicable Verifying completion of all required inspections. Confirming approval from all reviewing disciplines. Ensuring permit conditions have been satisfied. Confirming all fees have been paid. Ensuring certificates are issued accurately and in accordance with Florida Building Code, City ordinances, and departmental procedures. Maintaining complete electronic records of all issued certificates. Performs final review of completed permits prior to closure. Verifies completion of all required inspections and documentation. Ensures permit records accurately reflect project completion. Coordinates closure of expired, abandoned, and completed permits in accordance with departmental procedures. Reviews permit history to ensure accurate record retention. Maintains the integrity of the City’s electronic permitting database through proper permit activity and close-out procedures. Administers the City’s Private Provider Program in accordance with Florida Statutes. Reviews Notices of Private Provider and related documentation for completeness and compliance. Under the leadership of the Building Official, verifies qualifications and licensing of Private Providers. Coordinates communication between applicants, Private Providers, inspectors, and plans reviewers. Maintains all required records associated with the Private Provider Program. Ensures statutory reporting and documentation requirements are satisfied. Assists applicants with Private Provider permitting procedures and requirements. Serves as the department's senior technical resource for permitting operations. Provides technical guidance and mentoring to Permit Technician I and II employees. Assists management in developing and implementing departmental policies and Standard Operating Procedures. Participates in the evaluation and implementation of new permitting technologies. Assists with employee training initiatives. Serves as a resource for resolving complex permitting issues requiring advanced technical knowledge. Assists with preparation of operational reports, performance metrics, and quality assurance data. Provides advanced technical assistance to contractors, architects, engineers, developers, business owners, residents, and governmental agencies. Resolves complex permitting issues while maintaining regulatory compliance. Represents the Building Department in a professional, courteous, and solution-oriented manner. Promotes a customer-first culture through responsive and knowledgeable service. Knowledge of: Florida Building Code. Florida Statutes governing permitting and inspections. Municipal permitting operations. Certificate of Occupancy and Certificate of Completion requirements. Temporary Certificate of Occupancy procedures. Private Provider Program requirements. Requirements: Associate’s Degree from an accredited college or university in Public Administration, Business Administration, Construction Management, Building Construction Technology, Architecture, Engineering, or a closely related field. For purposes of this classification, two (2) years of progressively responsible municipal building permitting experience may be substituted for one (1) year of college education, provided the candidate possesses a High School Diploma or GED and demonstrates the knowledge, skills, and abilities required to successfully perform the essential functions of the position. Five (5) years of progressively responsible experience in municipal building permitting, including advanced permit processing, quality assurance, permit issuance, certificate administration, permit close-out activities, or related technical permitting functions. Experience administering specialized permitting programs and performing quality assurance reviews is highly desirable. Must obtain the International Code Council (ICC) Permit Technician Certification within twelve (12) months of appointment as a condition of continued employment. Certification must be maintained throughout employment. Must obtain the FEMA Incident Command System (ICS 100/200) within twelve (12) months of appointment as a condition of continued employment. Must have a valid Florida Driver’s License with a clean driving record. Must pass a background screening process. Type of Appointment/Work hours: Full-time/Regular in-person position. Standard workweek, which is forty (40) hours of work per week consisting of five (5) days of eight (8) hours per day. The workday may be varied for the efficient delivery of public service. Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays. Will be required to work occasional overtime or shift assignments, if applicable.
