Deputy Chief, Space Access Division.

Space Systems Command

Duties The United States Space Force (USSF) at Patrick SFB/Cape Canaveral SFS, Florida is searching for a Deputy Chief, Space Access Division, to support SYD 80/AR (NH-0343-04, GS-14/15 equivalent). Description The US Space Force Portfolio Acquisition Executive - Space Access Team is looking for an expert leader to serve as Deputy Chief, Space Access Division (NH-0343-04) at Cape Canaveral SFS, FL. Reporting directly to the Space Access Division Chief (Lt Col), the Deputy leads an experienced team developing the USSF's operational launch manifest, launch range policy and executing satellite payload processing capacity initiatives supporting USSF and mission partner space vehicle delivery requirements. In this role, you will play a vital part in shaping DAF and USSF space policy, current launch schedule review board execution and requirements development for USSF space missions and units. Ideal Candidate Background: Working knowledge of the launch and range mission area from requirements generation to payload manifesting, spaceport operations, safety and interagency launch-related challenges. Launch Acquisition / Operational Expertise: Expert knowledge of USSF space launch and range operations, particularly in operations, manifesting, policy, safety and technology. Analytical Skills: The ability to design and conduct comprehensive studies on broad national security, policy and launch & range operations and acquisition areas. Education: Master's Degree (Preferred, not required) Knowledge, Skills & Abilities Expert knowledge of USSF operations with special focus on space launch and range operations, law, policy, and technology in support of future innovation and meeting service and combatant command requirements for assured access to space; as well as in-depth knowledge of the Department of Defense Strategy, Planning, Programming, Budgeting, And Execution (SPPBE) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively, both orally and in writing when negotiating complex issues and maintaining solid working relationships. Skill in wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Space Launch, Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; MILSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises. Skill in promoting military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of operations, safety, and security regulations, practices, and procedures. Space Force space launch or other operations and/or Air Force or Space Force missile operations, requirements, and mission assurance experience is highly desirable. Serve as Division Contracting Officer Representative (COR) or alternate. Requirements Conditions of employment U.S. Citizenship Required Must be able to obtain and maintain a Top-Secret w/SCI security clearance. Handles and safeguards sensitive and/or classified information. Must be able to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties. This is a designated drug testing position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. May be required to work nights, weekends, and/or holidays. Overtime may be required. Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”. Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments. Recruitment incentive authorized.
