General Statement of Duties
This position will work primarily out of the Saluda Library in Saluda, NC.

Library Associates perform complex, and responsible library work including management and staff supervision. Employees in this class are responsible for oversight of significant sections of library operations such as circulation services or oversight of a branch library. Library Associates have considerable public contact and may work closely with community groups, vendors, or other libraries and agencies. As a representative for the Polk County Public Libraries, Library Associates promote and demonstrate knowledge of PCPL service goals, core values, policies, and procedures.

The Saluda Library and Technology Manager is responsible for overseeing the operation and patron services of the Saluda Library as well as coordinating systemwide digital systems, staff development, and communication. The position rotates between the Saluda and Columbus Libraries with at least two shifts per week at each location and two evenings shifts per week. As technology manager, the position supports technical infrastructure and efficient communication by serving as liaison for County IT and technical support teams, monitoring help tickets, coordinating routine maintenance, and overseeing digital marketing.


Work is performed independently under the general supervision of the Library Director. Performance is evaluated for quality and effectiveness in fulfillment of library objectives, as well as demonstrated knowledge and implementation of Polk County and Polk County Public Libraries (PCPL) policies and procedures.

Duties and Responsibilities

Essential Duties and Tasks (Public Services and Saluda Library)
  • Participates in the hiring, training, scheduling, and supervision of a friendly, flexible and patron-focused staff; develops and maintains high performance from supervised paraprofessional staff and volunteers.
  • Provides routine and in-depth assistance to patrons and resolves complex account and borrowing issues.
  • Assists with overseeing the upkeep of library facilities; may act as liaison to maintenance departments and service providers.
  • Promotes library resources and programs to library patrons and to the general public.
  • Represents the library through outreach efforts and at community events.
Technology and Communications
  • Oversees digital marketing including Facebook and Instagram accounts, and weekly and monthly newsletters.
  • Edits staff's Google webpages and Library's Wordpress website.
  • Creates, applies, and maintains avenues of efficient internal and external communications.
  • Coordinates patron scheduling requests including one-on-one technology support, meeting room reservations, maker equipment training and reservations, and Digital Navigator scheduling.
  • Plans, schedules, and implements staff development opportunities.
  • Troubleshoots and resolves hardware or software issues; acts as a liaison to the County IT Department and third party technical support teams; communicates problems and executes instructions to troubleshoot and resolve problems.
  • Oversees tabulation of quarterly usage statistics for stakeholder reports and collaborates with Library Director on the preparation of the annual Public Library Survey submitted to the Library of North Carolina.
  • Researches new products and technologies that could be beneficial to the efficiency of the libraries.
Library Leadership
  • Works closely with the Library Director to develop and implement system-wide initiatives, policies, and procedures.
  • As a member of the Library Leadership Team, functions in a strong leadership role by clearly. demonstrating library values and serving as a role model for others; reviews changes to library. policies and procedures; participates in long-range and budget preparation.
  • Promotes the consistent application of policies and procedures throughout the library system.
  • Attends and participates in staff and other meetings.
  • Abides by, enforces and participates in the implementation and ongoing oversight of Polk County Government safety standards and regulations.
  • Performs related tasks as required.

Knowledge, Skills and Abilities

Knowledge of:
  • The principles of supervision including human resources best practices office procedures and records maintenance.
  • Public library systems, principles, methods, and policies services, programs, and materials available throughout a public library system English and math.
Skill in:
  • Listening to, understanding and interpreting information received from employees and patrons.
  • Developing and training staff preparing and presenting reports and presentations, both written and to groups.
  • Technology organization systems including integrated library systems, scheduling software, and office administration platforms.

  • Represent the libraries at community events one Saturday per quarter.

Typical Qualifications

Minimum Requirements and Experience
  • Bachelor's degree and a minimum of four years of experience in customer service and supervision, leadership or training experience; library or bookstore experience preferred.
  • Any equivalent combination of education, experience and training which indicate possession of the knowledge, skills and abilities listed.
  • Must have valid driver's license and be able to travel throughout Polk County on short notice; working in any Polk County Public Library location may be necessary depending on assignments and needs of the library.
  • Successful pre-employment drug screen.
  • Successful criminal background check.

Physical Demands
This position includes the ability to read 6pt font (with or without accommodation), orally communicate efficiently and effectively, perceive and understand information provided verbally at typical decibels by phone and in person, prepare and analyze written and computer data, operate office machinery, and observe general surroundings and activities.
The ability to perform all duties associated with the position including, but not limited to stooping, kneeling, crouching, reaching, lifting, standing for long periods of time, walking, fingering, grasping, talking, writing, and hearing. This work requires the frequent exertion of up 10-30 pounds of force and occasional exertion of up to 50 pounds of force.
