Budget Management Analyst The Prince George’s County Office of the Sheriff is currently seeking qualified applicants to fill a 1G grade G18 in the Bureau of Administrations/Budget & Finance. About the Position This is entry-level trainee professional level staff work, either assisting with conducting detailed analyses and providing recommendations concerning County Government or other County Agency’s operating and capital budgets, performing moderately complex special issue and project management assignments, and/or performing program evaluation and management analyses assignments. Personal contacts for employees in this class are primarily with other employees and supervisors in the Office of Management and Budget, and Budget Management Liaisons within assigned Departments/Agencies. The purpose of these contacts is to advise, persuade, often negotiate, and otherwise present analyses and recommendations about issues which have significant impact on operating and capital budget formulation and decision making, and other issues which have either political, legal, fiscal, social, environmental, tax rate and/or service delivery implications. While this class of work occasionally requires employees to meet or speak before the general public and citizen groups, it does not require incumbents to provide direct public service or assistance on a one-to-one basis. About the Agency The Prince George's County Office of the Sheriff has been a vital link in the criminal justice system for more than 300 years, providing the citizens of Prince George’s County with professional, transparent, and effective law enforcement service. The Office of the Sheriff serves as the law enforcement arm of the courts, responding to domestic violence calls, processing warrants, civil papers, domestic violence peace and protective orders, Emergency Psychiatric Petition (E.P.S.) orders, and the execution of evictions. The Office of the Sheriff is also responsible for court security, providing security and protection for visitors to our courthouses and securing courtrooms and holding areas. Deputies transport prisoners and are responsible for extraditing fugitives from other states. Budget Development and Administration Demonstrates knowledge of modern budgeting techniques, generally accepted accounting principles and County government operations, policies, and procedures. Prepares monthly overtime reports. Monitors, analyzes, and advises the Budget Analyst V regarding overtime spending. Develops and recommends strategies for reducing overtime expenditures to ensure compliance with the budget. Monitors the expiration dates of term contracts and provides a monthly report to the Budget Analyst V regarding agreements that needs to be extended or renewed. Grant Administration, Reimbursement Billing and Payroll Coordinate the completion and submission of all grant applications, grant awards, grant contracts, grant programmatic reports and reimbursable billing on behalf of the Office of the Sheriff. Regularly review expenditures allocated to grants to confirm allowable expenses based on the approved grant budget. Prepares and reconciles grant/contract data for clarity and accuracy, and creates databases, spreadsheets, and other analytic structures to analyze grant/contract budgets, status, issues, etc. Coordinates purchases funded by Grant Budget with the Office of Central Services and vendors. Communication Keeps the Budget and Finance Manager informed of current activities, the results of programs and contemporary ideas that may be beneficial. Transfers thoughts, ideas, concepts and facts to others effectively both through written and oral communications. Ensures written communication is logical, accurate and grammatically correct. Works in partnership with internal and external customers to assist in finding resolutions to immediate problems. Other Duties As Assigned Willingly and cooperatively performs tasks and duties assigned which may not be specifically listed in the position description but are within the general occupational category and responsibility level typically associated with the employee’s class of work. Attends In-Service Training and other training classes related to job performance when the opportunity rises. Minimum Qualifications Candidates must meet all minimum qualifications listed below to be eligible for additional consideration: Bachelor’s degree from an accredited College or University in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field. One (1) year of experience providing paraprofessional support to an accounting or budget office performing budgetary or financial recordkeeping. An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered. Experience assisting with budget development, monitoring, forecasting, and financial reporting. Knowledge of governmental budgeting, accounting principles, and financial policies. Experience reviewing expenditures, revenues, purchase orders, invoices, and budget transfers. Proficiency with Microsoft Excel, including formulas, spreadsheets, pivot tables, and data analysis. Experience using financial management, accounting, budgeting, or enterprise resource planning systems. Ability to analyze financial data and identify variances, trends, discrepancies, and funding needs. Experience preparing budget summaries, reports, presentations, and supporting documentation. Familiarity with grant management, restricted funds, and compliance requirements. Knowledge of procurement procedures and internal financial controls. Strong organizational skills and attention to detail. Ability to manage multiple assignments and meet deadlines. Effective written and verbal communication skills. Ability to explain financial information clearly to non-financial staff. Experience working in a government, nonprofit, public safety, or other public-sector environment. Ability to maintain confidentiality and exercise sound judgment. Experience collaborating with Executive management, division managers/commanders, and external agencies. Analytical and problem-solving skills, with the ability to make appropriate recommendations. Commitment to accuracy, accountability, and professional customer service.
