IT Systems Analyst

This position will be responsible for enterprise software system configurations, maintenance and support. Works closely with internal staff on all levels and outside organizations, such as vendors, to resolve IT-related issues and provides answers in a timely manner. This position will be responsible for performing Windows server administration/maintenance, patch and upgrade administration, data storage and network security. Responsibilities include: Wi-Fi access point security, analysis and support, backup systems administration, disaster recovery, PC hardware and software deployment and general desktop support including print capabilities. Performs network and server monitoring, analysis, upgrade planning and implementations for diverse enterprise applications to meet the technology required to support public health initiatives. Also includes support for day-to-day oversight of facilities and operations.

Responsibilities

POSITION ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Serves as the organization's functional expert and/or backup point of contact for the agencies enterprise software systems including the Electronic Medical Records (EMR) system, the Environmental Health systems, and other related public health software systems.

2. Ensures agency technological requirements are being met and implements, deploys, installs, upgrades and manages software and hardware solutions to improve office efficiencies and workflows.

3. Administers and maintains servers to support applications and data storage.

4. Helps ensure secure storage, security, continuity, access and management of data.

5. Establishes disaster recovery plans and implements security measures for software and servers to prepare for emergencies and/or breaches.

6. Maintains, monitors, refines and documents critical servers, applications, networks and business processes. Maintains upkeep, maintenance, and security of networks in cooperation with Lucas County.

7. Assists the IT help desk, works with and trains the IT Technician to resolve hardware and software problems. Provides peripheral support for other related issues that may arise.

8. Works with staff and vendors to supports various divisions with equipment and software. Ensures that staff are trained in appropriate technologies to meet organizational goals. Assists with tracking relationships/agreements with external partners/vendors and coordinating activities of hardware, software, telecommunications and support vendors.

9. Provides content updates, workflow analysis and enhancement, optimization, training and support of the enterprise software systems to all staff in both clinical and non-clinical settings and serves as a resource to improve office efficiencies and workflows.

10. Provides peripheral support for printers, scanners, tablets, cell phones, and wireless networks.

11. Assists with and oversees the setup of workstations with computers and necessary peripheral devices.

12. Performs troubleshooting to diagnose and resolve problems; Works with external agencies and partners to diagnose and resolves problems as needed.

13. Researches potential services, hardware, and software while making recommendations and providing guidance to users on how to use resources efficiently.

14. Assists in managing and tracking the hardware lifecycle, licensing and renewals for all software and equipment purchased, used and recycled, through TLCHD

15. Assists staff when there are large events occurring within the facility.
16. Assists with checking for maintenance issues and any potential hazards. Responds and investigates maintenance issues by coordinating with janitorial contractors, maintenance contractors, and other appropriate staff and external resources.
17. Assists, operates, and adheres to the Fleet Management policy and procedures. Ensures that staff utilize the fleet vehicles properly and that mileage and vehicle usage is accurately recorded. Tracks and schedules maintenance on the vehicles to ensure that all vehicles are properly maintained and safe for Toledo-Lucas County Health Department Staff.
18. Assists with housing, distributing, and tracking office supplies for the health department.
19. Assists with scheduling rooms and coordinating office moves. Updates the floor plan and door signs. Tracks room assignments.
20. Assists with ensuring that the building meets safety parameters, managing security cameras, monitoring access control systems, opening the TLCHD Downtown location and other operational duties as needed.
21. Works with the City of Toledo and other vendors to support the maintenance and upgrades of the facility.
22. Assists with offsite storage facility, facilitating transfer of records from TLCHD main campus to storage facility, and communicating with storage facility management regarding space needs and any facility issues.
23. Assists in the coordination and the destruction of documents per the Retention policy and ensures that shred bins are available to staff. Organizes disposal of Toledo-Lucas County Health Department assets (purchased though general funds, grant, or donation) by auction, bid, salvage and other disposal methods.
24. Adheres to PHAB core competencies including, but not limited to: T1: 1.3.3, 1.7.1, 1.7.5, 2.1.2, 2.2.5, 2.4.5, 3.2.1, 3.2.2, 3.4.2, 4.5.3, 7.10.5, 7.11.2, 7.11.5, and 8.8.6.

25. Participates in quality improvement efforts and achieving PHAB accreditation requirements. This position will be responsible for using quality improvement (QI) processes and/or techniques to improve the effectiveness of the assigned public health program.

26. Attends and participates in conferences, seminars, trainings, or related education classes as assigned.

Qualifications

• Bachelor's degree in Information Technology/ Computer Science or related discipline or an equivalent combination of education, certifications, and experience.
• 2+ years of enterprise software administration, management and support
• Working knowledge of Microsoft operations system usage, troubleshooting, and support.
• Ability to explain technical details.
• Demonstrated knowledge of current products and services available and applicable to LAN/WAN and data communications systems.
• Must have and maintain throughout employment a valid driver’s license, reliable transportation, and be insurable under the Lucas County Commissioners Risk Management.
