Community Action Partnerships of Western Nebraska (CAPWN) is a non-profit community-based health and human services organization that serves low-income, disadvantaged and those unable to meet their needs through other sources. The agency was established in 1965 and provides services to over 9,000 individuals, children and families in three main areas:

• Community Health Services : WIC, Commodity Supplemental Food, Foster Grandparents, Head Start, and Child Development Center.
• Clinical Health Services : Primary Care, Reproductive Health, Diabetes Management, Immunizations, Migrant Health, Ryan White HIV; Behavioral Health including Counseling Services, Medication Management, Medication Assisted Treatment and Substance Use Counseling and Intensive Outpatient Services and Dental Services.

Job Title:   Laboratory Technician

Reports To:   Primary Care Nurse Supervisor

Areas of Responsibility : Assists with laboratory operations, including specimen collection, processing, preparation, and handling for in-house and outside laboratory testing. Maintains laboratory quality, supplies, equipment, and workflow requirements while following applicable regulatory standards and outside laboratory requirements, including Labcorp procedures. 

Major Duties:

1. Play an active role in patient care using the provider led, team-based Patient Centered Medical Home Care Model
2. Utilize the Electronic Medical Record (EMR) to assist in the delivery of quality care and to track on-going care for patients.
3. Functioning as an integral team member, assist the medical provider in the provision of care, helping put patients at the center of the health care system, and assist with providing primary care that is “accessible, continuous, comprehensive, evidence-based, family-centered, coordinated, compassionate, and culturally effective.”
4. Following policy, safely and consistently utilize Personnel Protective Equipment (PPE) at all times. 
5. Maintain a positive and professional attitude, striving to openly communicate with co-workers and patients, breaking down communication barriers when necessary.
6. Function as the assistive testing personnel for the daily operations of the Lab following policies and procedures to ensure acceptable levels of analytical performance are met.
7. Maintain phlebotomy skill to include venipunctures, capillary draws, and arterial punctures. As required, draw blood specimens from patients following standard operating procedures for identification of patients, specimen collection, labeling and handling.
8. Follow current Labcorp requirements and standards for specimen collection, processing, labeling, handling, storage, packaging, and transport, utilizing Labcorp Link and other available Labcorp resources to verify test requirements and ensure specimens are appropriately prepared for testing. 
9. Work closely with the Laboratory Coordinator, Labcorp representative, and other members of the care team to address specimen processing questions, resolve issues, and ensure specimens are accurately and appropriately prepared for testing and transport. 
10. Assist with maintaining efficient laboratory workflows, including timely processing and preparation of specimens, monitoring pending laboratory work, and preparing specimens for scheduled courier pickup.
11. Adhere to Lab quality control policies and procedures, documenting all quality control activities, instrument calibration and maintenance.
12. Follow established corrective action policies and procedures whenever test systems are not within the Lab’s defined acceptable level of performance.
13. Recognize and respond to abnormal test results and follow established policies of notification and documentation of these abnormal test results.
14. Capable of identifying re-analytical, analytical, and post-analytical problems that may adversely affect test performance or reporting of test results. Communicate problems to the provider and/or Clinic Director.
15. Maintain Lab proficiency and perform to fulfill CLIA and CLIA-waived requirements for self.
16. Maintain refrigerator temperature logs.
17. Coordinate laboratory services with outside laboratories, including Labcorp, and ensure specimens and associated documentation are appropriately prepared, processed, and transported according to applicable laboratory and vendor requirements. 
18. Assists the Lab Coordinator with lab supply orders and inventory tracking.
19. Attend staff meetings, trainings, and workshops/classes as needed.
20. Maintain confidentiality of records and communications following CAPWN policy and HIPAA privacy and security policies and procedures. 
21. Promote programs and CAPWN in a positive manner within the Health Center and the community.
22. Maintain current Basic Life Support (BLS) certification.

Working Conditions :

• Clinic environment, with integrated training, meetings, and community interaction.
• Well-lit, temperature-controlled clinical setting, with standard medical and office equipment available. 
• Work may be stressful and require meeting tight deadlines.
• May need to work some irregular hours.
• The noise level in the work environment is average.
• Frequent contact with water (hand washing and cleaning),
• Exposure to biohazardous fluids, vapors, fumes, moving mechanical parts, electric shock, patient exposure, hazardous chemicals, sharp instruments (needles). 
• Must be able to tolerate wearing gloves (latex or vinyl) and other projective gear such as face shields and fluid resistant coats.
• Must be able to work in a busy, fast-paced clinical setting with many interruptions and interactions.

 

Physical Requirements :

• Ability to frequently bend, stoop, squat, walk and pull drawers.
• Manual dexterity sufficient to operate office and medical equipment.
• Must regularly talk, hear and have close vision ability to record and communicate appropriate documents and records.
• Occasionally lifting and carrying up to 20 pounds.
• Requires good hand-eye coordination.
• Ability to visually assess patients for collection of specimens. 
• Ability to discern the difference in colors as required to perform laboratory procedures

Minimum Qualifications 

 

Grade: 4

1. Verified High School diploma or GED
2. Minimum of one (1) years’ experience in phlebotomy, must be proficient in phlebotomy skills
3. Age 21 or above.
4. Physically and mentally able to perform duties which includes, but not limited to, ability to bend over patients for purpose of collecting specimens, physically able to manipulate blood draws.
5. Must possess ability to listen and understand written and oral communication by staff and patients.

 

Grade: 5 

1. Meet the minimum qualifications above with:

2. Four years of experience in phlebotomy and laboratory work.

 

Grade: 6 

1. Meet the minimum qualifications in Grade 4 above with:
2. Seven years of experience in phlebotomy or laboratory work OR
3. Phlebotomy certification by ASCP or other accrediting agency.
