As a Supervisory Contract Specialist at the NH-1102-4 broadband level, some of your typical work assignments may include:
- Accomplishing organizational goals to include overall mission support, eliminate or reduce significant bottlenecks in contract execution, promoting team building to foster commitment and cooperation among the team, and improving business practices, contract oversight, policy, contract system support and operations. Skilled in problem solving where no established practices or precedents may be available to assist.
- Key member of the leadership team and shares in the management of the entire organization. Serving as first line supervisor of one or more subordinate supervisors (Chief/s of Contracting Office) identifying the developmental and training needs for their professional development. Makes decisions on work problems presented by subordinate supervisors and evaluates subordinate supervisors. Leads a team of contracting professionals in the procurement of highly specialized research and development requirements for programs/activities and oversees their professional development. Oversee the work of employees and plans work to be accomplished in the most efficient manner possible. Execute resource utilization, manpower and personnel issues to include hearing and resolving group grievances or serious employee complaints and reviews and approves serious disciplinary actions, operational and administrative services and managerial services. Serving as a mentor to advise, develop and reward team members to assist them in attaining career goals and achieving successful outcomes.
- Responsible for accomplishing the overall planning, directing, and coordinating of the contract planning, solicitation, pricing, negotiation, execution, and management functions in support of MDA's Missile Defense System (MDS) research, development, test and evaluation; science and technology; systems integration and engineering; and professional support services for complex, large-scale, long-term multi-million-dollar contracts. Exercising independent judgment in rendering decisions and making recommendations affecting all aspects of procurement for mission accomplishment.
- Exercising significant responsibilities in dealing with officials of other units or organizations and advising management officials of higher rank (GO/FO & SES). Resolving problems on diverse, innovative, and complex procurement issues across functional and organizational boundaries. Developing networks and building alliances with customer organizations to achieve collaboration across organizational boundaries to build strategic relationship and achieve common goals.
- Conducting acquisition planning, reviewing/determining negotiation and contractual strategies to be used in the acquisition of a specific program element on major procurements and has ultimate responsibility for effective and successful execution of the action and contacting mission of classified and unclassified programs. Provide direction and guidance as required on a variety of contracts, special purpose contracts and agreements (basic agreement, indefinite delivery contracts, letter contracts, time and materials, and labor contract) to deliver rapid response capabilities. Overseeing efforts of contracting, technical, and administrative personnel which may include executing grants, SBIR/STTRs, cooperative agreements, and other transactions.
- Exercising considerable influence over policies, programs, and procedural aspects of acquisition programs within span of authority. Adapting and interpreting policy and legal guidance for technical adequacy, progress and consistency to ensure a uniform and balanced procurement program that takes appropriate risks to achieve outcomes at a faster pace to expedite the fielding of capabilities. Operating in a risk tolerant environment but assesses risk and potential solutions offered by various innovative acquisition strategies. Responsible for the implementation of broad policy, direction, regulation, and long-range plans established by higher authority. Ascertaining facts and obtaining responses from appropriate activities to reply to inquiries from senior leaders, other staff offices, Congress, OSD, DA, and industry. Work with industry, the services, and other agencies, the Office of the Secretary of War, and Congress on procurement policy issues.
- Serving as a business advisor and subject matter expert to multiple major program managers and senior leaders within the agency on procurement related topics including future procurement requirements, preparation of required procurement supporting documentation, and the resolution of specific procurement issues.
