Design Build Project Quality Manager

This opportunity entails responsibility for developing, proactively managing, and assuring project team adherence to program/project quality management plans tailored to the unique demands of Design‑Build delivery, in accordance with client and HNTB Quality Management System requirements. A critical focus of this role is quality management during the Design phase, where early decisions significantly influence cost, schedule, constructability, and risk. The position leads design‑phase quality strategies, including Basis of Design alignment, disciplined self‑check and qualified checker implementation, interdisciplinary design review effectiveness, and early identification and mitigation of design risk before construction begins. When applicable, quality management plans may also require compliance with Federal Transit Administration (FTA) or Owner requirements. This role applies Design‑Build quality expertise to integrate design and construction activities, reinforce accountability in fast‑paced delivery environments, and improve quality performance, consistency, risk management, and profitability on sophisticated, super‑mega Design‑Build programs and projects. What You'll Do In collaboration with the Program/Project Manager, Design‑Build leadership (when required) and the client, develop, and proactively manage the implementation of the program/project quality management plan in accordance with client, owner and FTA requirements (when necessary), while also meeting HNTB Quality Management Standards of Performance and the requirements associated with the HNTB Quality Management System (QMS). Participate in work planning collaboratively with client and PM team to determine the level of effort required for quality management. Review and approve subconsultant quality plans, and those of other entities under contract to the client, when necessary. Monitor and ensure adherence by HNTB program/project staff and subconsultant, as well as other entities under contract to the client, to the project quality plan and report on compliance internally and to client, including the identification and mitigation of quality related risks. Work with client, project, office, Design‑Build (when necessary), division and corporate quality leadership to develop and implement technologies and processes to achieve effective quality management of deliverables. Establish and implement quality performance metrics achieve 4for4 delivery and client quality management objectives. Participate in monthly program/project meetings to report to project, office, division and/or corporate leadership on project quality performance, including client when necessary. Develop and oversee the delivery of program/project quality management plan training. Manage and implement a quality audit program. Manage a corrective action system to identify and implement opportunities for improvement. Report on and provide recommendations to leadership regarding the performance of the program/project quality management plan and potential improvements to the HNTB QMS. Perform other duties as assigned. What You'll Need Bachelor's degree in quality management/engineering, Civil Engineering, Industrial Engineering, or other related math/science or project management discipline and 12 years demonstrated experience managing a quality program, including experience auditing programs/projects in the planning, design and/or construction phases. (Similar experience in a quality management position on alternative delivery projects with design fees in excess of $25M to be assigned to a DB project). In lieu of education, 16 years’ experience in a quality management position. Must have experience implementing quality management plans in compliance with ISO 9001 and/or FTA Quality Management System requirements. What You'll Bring Strong working knowledge of the principles and practices related to quality management during design on large capital programs or projects (inclusive of alternative delivery projects for assignment to DB projects). Strong practical knowledge of the implementation of quality management plans meeting ISO 9001 and/or FTA Quality Management System requirements. Critical Thinker. Superior communication skills required. Risk assessment and mitigation skills. Superior interpersonal skills necessary to effectively communicate and collaborate with owners, clients, managers, consultants, sub‑consultants and technical staff. What We Prefer Registered Professional Engineer (specific to being assigned to Design‑Build Projects) ASQ Certified Quality Auditor (CQA) or Certified Manager of Quality/Organizational Excellence (CMQ/OE) PMP, DBIA, AICP, or CMAA Certifications.
