Role Overview:
The Workforce Development Training Specialist reports to the Program Strategy and Compliance Manager within the Division of Workforce Engagement for the Indiana Department of Correction to assist in planning, coordinating, delivering, and evaluating departmental training programs and ensure consistency with departmental policy, ACA requirements, and statewide best practices as directed by the Program Strategy & Compliance Manager. He/she may be assigned special projects to help support or promote the mission and vision of the agency. He/she works independently to coordinate and instruct training at regional sites, facilities, the Correctional Training Institute, and other statewide locations. He/she may conduct Inservice, On the Job Training for Training Staff, and Preservice Academy instruction in alignment with approved curriculum and departmental standards. He/she may administer trainee testing, performance measurement, and practical skill evaluations; provide recommendations to the manager regarding trainee remediation or retention needs and support development and delivery of specialized training modules for facility staff, contractors, interagency partners, and special program. He/she may provide assistance with auditing training records, conducting or assisting with DACUMs/Storyboards, developing proposals, and providing research/guidance for developing new or existing programs.
Salary:
The salary for this position traditionally starts at $47,320.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.
A Day in the Life:
The essential functions of this role are as follows:
• Assist with reviewing proposed and existing training content to ensure consistency with departmental policy, ACA requirements, and statewide best practices.
• Provide feedback on curriculum improvements, training needs assessments, and annual training plan updates.
• Participate in training site reviews, instructor observations, and curriculum review activities as assigned.
• Prepare, distribute, and collect surveys and questionnaires to support agency performance measurement and ongoing needs analysis.
• Monitor and test the SuccessFactors Learning Management system to ensure data accuracy, functionality, and system integrity.
• Provide first line functional and technical support to regional staff, facility trainers, and users experiencing issues with LMS components.
• Assist in the development and deployment of web based training solutions, compliance modules, and online instructional resources.
• Review training attendance records, preservice documentation, make up session records, and certification packets for accuracy and compliance.
• Track, schedule, and coordinate preservice makeup sessions and assist with issuing makeup letters and completion letters.
• Maintain accurate records for contracted staff training, including food service, medical, ICE, GEO Group, and other contracted entities under departmental oversight.
• Support compliance verification by ensuring documentation integrity and adherence to departmental and ACA standards.
• Assist in training newly hired and veteran staff within Regional Academies and designated facilities.
• Provide clear instruction, coaching, and guidance to support staff competency in training delivery, documentation expectations, and compliance procedures.
• Offer feedback to fellow trainers/facilitators and support continuous skill development within the training team.
• Work closely with contracted service providers and external agencies to support training delivery, recordkeeping, and compliance requirements.
• Assist to ensure interagency training standards are consistently communicated and applied across Out Custody Work Crew supervisors and other partnership entities.
• Stay informed on the latest correctional training trends, research, policies, national resources, and best practices relevant to statewide training operations.
• Demonstrate professionalism, confidentiality, accuracy, and adherence to departmental standards of conduct and dress.
• Travel throughout the state as needed to support training programs, site reviews, preservice activities, and coordinated projects.
• Perform additional training related duties as assigned by the Program Strategy & Compliance Manager.

What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
- Solid understanding of training compliance requirements, departmental policies, ACA standards, and correctional operations.
- Strong knowledge of adult learning principles, curriculum development, data collection, and program evaluation.
- Ability to interpret and communicate training procedures, evaluate compliance, and oversee training across diverse facilities and contracted providers.
- Proficiency with LMS platforms, training tools, and security‑aligned technology practices.
- Excellent communication, collaboration, and coaching skills for working with staff, contractors, and external partners.
- High attention to detail, professionalism, and the ability to maintain confidentiality and adapt in a fast‑paced, compliance‑driven environment.
