POSITION SUMMARY:

The Truancy Intervention and Prevention Services (TIPS) Supervisor is an integral member of the TIPS program. The Program Supervisor reports to the TIPS Director and deputizes on their behalf during absences. The TIPS Supervisor must communicate all concerns and issues upwards to the TIPS Director and in their absence to the Executive Director.

The TIPS Supervisor will work with TIPS Director and a team of Truancy Case Managers that are assigned to specific schools in the Northwest section of the City of Philadelphia. The program works in collaboration with the Philadelphia School District and the Philadelphia’s Department of Human Services (DHS), Community Umbrella Agencies (CUA), and other stakeholders with the mission to help children and youth improve their school attendance and address the issues that are impacting their ability to attain satisfactory school attendance and school achievement.

EDUCATION/CREDENTIALS/ EXPERIENCE:

A Master Degree in Social Work or related field with at least two years of supervisory and specific social service work experience. (I.e. related fields are social services, sociology, psychology, theology, education, and public administration) is required.

• The TIPS Supervisor must have the knowledge, skills and abilities to motivate and supervise a team of professionals and clients from diverse backgrounds.
• Must possess the skills necessary to be a dynamic and engaging public speaker.
• Must be able to network and have the capacity to build partnerships and foster community linkages that will help families eliminate barriers to truancy and prevent children from being placed out of their home.
• Supervisor must have excellent and impeccable writing skills and communication skills.
• Supervisor must possess a positive and helpful disposition and have the ability to adapt to change and motivate others to do the same.
• Must have the ability and experience to train new staff, understand the program standards, the departmental data base and other systems associated with the program.
• Demonstrated ability to effectively work and communicate with diverse staff with a strong commitment to supporting a team environment.
• Ability to use a computer to send and receive written correspondence.
• Ability to create spreadsheets and other documents using Microsoft Office software such as Excel.
• Ability to work collaboratively with other professionals.
• Ability to lead and co-facilitate focus group sessions.
• Understanding of educational, child welfare, and judicial systems and the knowledge, skills, and ability to navigate these systems successfully.
• Strong organizational skills with the ability to multi-task without compromising quality.

• The TIPS Supervisor must provide bi-weekly supervision to Case Managers. Supervision must be documented in a supervisory log book to ensure that home visits are made, all case management services, court mandates, and database entries are in compliance. Troubleshoot any barriers and provide guidance and follow-up. Staff supervision is subject to review by DHS.
• The TIPS Supervisor will lead the Truancy Case Managers in resolving issues and barriers that families face and help eliminate the barriers by providing intervention and advocacy services.
• The TIPS Supervisor is responsible in ensuring that the comprehensive plan is developed in collaboration with the youth, parent, and others involved with the case, and that community linkages are in place prior to the case being discharged.
• The TIPS Supervisor must attend all truancy meetings and trainings.
• The TIPS Supervisor will monitor updates and complete a detailed CBPS database report every two weeks to ensure DHS & Agency Compliance.
• The TIPS Supervisor is responsible in completing a detailed file review report of each case manager’s case load, every month to ensure DHS & Agency Compliance.
• The TIPS Supervisor is responsible to ensure that all TIPS responsibilities regarding court are maintained –court reports reviewed and signed, and the timely submission of court reports to DHS Liaison.
• The TIPS Supervisor is responsible to ensure that all CM’s to appear in Regional Court by no later than 8:30am with their detailed court sheet completed with the TCM Supervisor’s signature (as requested in court services section) to submit for the Hearing Officer to review. The Supervisor will attend court hearings and provide additional support to case managers while at court.
• The TIPS Supervisor will co-chair mandated bi-weekly supervisory unit meetings as well as all other program meetings and case conferences, including multi-disciplinary conferences. Sessions must be documented in a supervisory log with the agenda, goals, and outcomes recorded.
• The TIPS Supervisor must model positive, professional, and ethical work habits and have high standards of staff.
• The TIPS Supervisor will assist the Program Director for expeditiously assigning cases to all staff within the department and to assure that cases open immediately. No delay is acceptable.
• The TIPS Supervisor is responsible for the program’s case management service coordination and monitoring the data base to ensure that all documentation is up to date on a weekly basis.
• The TIPS Supervisor will evaluate their employees’ performance by completing the necessary evaluation tools.
• The TIPS Supervisor is responsible for ensuring that each truancy case manager is providing the families with the expected number of home visits and school visits.
• When issues arise with a resistant family, the TIPS Supervisor will intervene and go on home visits with the assigned case manager to help resolve the problem.
• The TIPS Supervisor will provide direct service to families when needed, inclusive when case managers are out on PTO (vacation, personal or sick time)
• The TIPS Supervisor is responsible for conducting bi-weekly supervision sessions directly and through a record of supervision to be kept for audits.
• The TIPS Supervisor will ensure compliance with all JJC’s policies and procedures, including confidentiality and reporting suspected abuse in accordance with CPSL, 23 Pa.C.S. § § 6301—6385, and JJC policies and procedures.
• The TIPS Supervisor will ensure that all court mandated transfers to another Agency are reviewed (database and documentation) and sent by two days after court date.
• Implements all documentation requirements and ensures that reports are complete, thorough, timely, and follows the prescribed format.

PHYSICAL DEMANDS/WORK ENVIRONMENT:

• The ability and willingness to adjust work hours, and days, in accord with program and client need.
• The use of a currently inspected car, including the possession of current automobile insurance and driver's license. Have a verifiable and satisfactory driving record.
• The ability to walk, drive, bend, stand, and verbally communicate and lift at least 15 lbs.
