Summary The VA Northeast Ohio Healthcare System is recruiting for a Health System Specialist. The Health System Specialist with function within the Chief of Staff Service as the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. Responsibilities Duties include, but may not be limited to the following: Knowledge of budget planning and execution. Coordinator for interviews, interview panels, travel (as needed) for Associate Chiefs of Staff, Service Chiefs, administrative, and other key positions throughout Chief of Staff services. Assists COS, DCOS, Service Chiefs with recruitment of management positions within their services. Knowledge of and experience with VA databases. Ability to pull data and analysis. Fluent with Excel, VSSC, Pyramid Analytics and other data sources. Ability to manipulate data and break down for all to understand. Lean Six Sigma belt trained. Lead belt on process/performance improvement projects. Develops working relationships with Chief of Staff, Deputy Chiefs of Staff, Service Chiefs, Section Chiefs, AOs, and other administrative staff and others to accomplish organizational goals. Develops sound action plans based on findings from both internal and external surveys. Works with many services to complete tasks in action plan. Works with services outside of the Chief of Staff services to accomplish goals, create efficiencies, and performance improvement. Using data from multiple sources, develops resource needs business cases and presents them to ELT and others. Develops sounds analyses and presents in such a way that could be understand by those know knowledgeable in the subject. Creates service goals for Chief of Staff office and services aligned to Chief of Staff. Understand what is needed to accomplish those goals and executes tools for accomplishment. Ability to understand how the Chief of Staff services impact and/or influence other service metrics, goals, obstacles, and/or challenges. Works to alleviate any negative impact on those services while still accomplishing the organizational goals. COR trained with knowledge and skillset to work multiple procurements and/or contracts. Qualifications In order to qualify for this position, you must meet the following requirements within 30 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In order to meet the IOR you must have: Undergraduate and Graduate Level Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration., OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement., OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have at least 1 full year of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with health care system administration and finance services to solve problems in support of policy compliance and program/operational functions; experience with disbursement agreement (DA) administration used for payment of salary and benefit; and completing record data analysis to determine potential or actual fraud, waste and abuse, and to recommend redistribution of resources.
