Project Manager – Federal Construction Location: Fort Lee, VA and Various Military Installations (Travel Required) Job Type: Full-Time Salary: $90,000 - $110,000 per year About Emmaty, Inc. Emmaty, Inc. is a growing federal general contractor specializing in construction, roofing, environmental, and infrastructure projects for U.S. Government agencies. We perform work throughout the Northeast and Mid-Atlantic regions and are expanding our team to support multiple federal contracts and task orders. We are seeking an experienced Project Manager to oversee federal construction projects from award through completion. The successful candidate will be responsible for project planning, subcontractor management, scheduling, budgeting, quality control, safety compliance, and coordination with Government representatives. Position Overview The Project Manager will lead and manage federal construction projects and task orders while serving as the primary point of contact between Emmaty, subcontractors, suppliers, and Government personnel. This position requires strong leadership, organization, and communication skills, along with experience managing multiple projects simultaneously. Key Responsibilities Project Leadership & Coordination Lead project execution and provide overall direction for assigned construction projects. Serve as the primary point of contact with Government representatives, subcontractors, and project stakeholders. Attend site visits, pre-bid meetings, preconstruction meetings, and project progress meetings. Coordinate project activities to ensure successful execution of work within budget and schedule requirements. Support proposal preparation, estimating efforts, and project planning activities. Project & Construction Management Manage multiple construction projects from award through closeout. Oversee planning, scheduling, and coordination of civil, structural, mechanical, electrical, and architectural work. Coordinate field personnel, subcontractors, vendors, and suppliers. Manage project schedules, RFIs, submittals, procurement activities, and long-lead material coordination. Review and approve schedules of values, progress payment applications, and project documentation. Monitor project costs and assist with budget management and forecasting. Subcontractor & Contract Administration Identify, solicit, onboard, and manage subcontractors. Ensure subcontractor compliance with contract requirements and project specifications. Assist with contract administration, change orders, modifications, and project documentation. Support compliance with FAR, DFARS, Davis-Bacon Act, Buy American Act, and other federal contract requirements. Coordinate project communications among Emmaty, subcontractors, suppliers, and Government personnel. Safety, Quality & Compliance Ensure compliance with OSHA regulations, EM 385-1-1 requirements, and project-specific safety plans. Support implementation of Contractor Quality Control (CQC) procedures and inspection activities. Ensure all work meets contract requirements, project specifications, and applicable codes. Maintain readiness for Government inspections, audits, and project reviews. Team Leadership Coordinate and support field personnel and project teams. Ensure project staff are properly trained and qualified for assigned work. Maintain professional communication with clients, subcontractors, and internal stakeholders. Provide regular project status updates to company leadership. QualificationsRequired Bachelor's degree in Construction Management, Engineering, Architecture, or a related field, or equivalent construction management experience. Minimum 3–5 years of experience managing commercial and/or federal construction projects. Experience coordinating subcontractors and multiple project stakeholders. Strong understanding of construction scheduling, project controls, and contract administration. Proficiency in Microsoft Office Suite and construction management software. Valid driver's license and ability to travel to project locations. Preferred Experience working on federal construction projects. OSHA 30 Certification. Experience with EM 385-1-1 requirements. Experience with USACE, Army, Air Force, FAA, VA, NAVFAC, or other federal agencies. Experience managing task orders under IDIQ contracts. Construction Quality Management (CQM-C) Certification.
