DIRECTOR OF PLANNING

 

NATURE OF WORK

This is highly responsible professional and administrative work in planning, organizing, directing and coordinating the activities of the Planning Department.

Work involves the development of comprehensive planning in the functional areas of land use, economic growth, housing, transportation and related Town planning areas; and the provision of technical support to Town land use regulatory agencies, Town Council and other Town Boards and Commissions.

An essential part of the duties of this position is developing a flexible and anticipatory organization which will provide cost-effective and customer-friendly delivery of quality services to the community; plus developing and utilizing the potential of each employee to successfully find new ways to deliver both the short and long-term needs of South Windsor consistent with the Town’s goals and objectives.

Work is performed under the general guidance of the Town Manager and in accordance with prevailing policies, laws, regulations and rules. Work is reviewed through conferences and reports for overall program effectiveness and efficiency.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

Oversees and participates in reviewing and making recommendations on land development proposals; coordinates reviews with other departments; confers with attorneys, builders and general public regarding proposals.

Oversees and participates in providing technical consultation and services to Town Boards and Commissions concerned with land use matters, conferring with applicants and interested parties on their behalf to clarify positions, discuss options and gather additional data.

Oversees and participates in the preparation of agenda items, meeting notices, minutes and staff reports for meetings of Town’s regulatory agencies, and committees as needed; attends agency meetings and provides advice and recommendations on applications and issues.

Provides information and technical assistance over the counter and phone to general public, property owners and developers, and their representatives; addresses public and private groups on planning matters.

Carries out special projects assigned by Town Manager; prepares grant applications and administers grants; attends Town Council meetings as required.

Provides narrative and statistical reports to the Town Manager and to the Town Council upon request.

Oversees and participates in compiling and analyzing data on economic, social, and physical factors affecting land use; oversees preparation of planning maps; plans, supervises, and coordinates the review and updating of the Town’s Master Plan.

Prepares and administers department budget.

Administers personnel regulations and collective bargaining agreements for department; selects department employees consistent with the Town’s quality service goals and the development of cost-effective, customer-friendly service delivery.

Promotes safe work practices.

Participates in professional planning organizations to keep current on technological and legal developments and changes of value to Town government.

Performs related work as required.
