Final Filing Date: 9/2/2026 Please note, the Water Boards do not participate in E-Verify. Please note: this position is paid on an hourly basis and limited to 1500 hours in a rolling year. The salary range for Student Assistant is $18.27- $24.62 per hour. The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) has an opening for a Student Assistant in the Stormwater Management Unit. The position is at an office building in the Mission Valley community of San Diego at 2375 Northside Drive, San Diego, near light rail, freeways, and restaurants. Under the supervision of a Senior Water Resource Control Engineer and consistent with good customer service practices and the goals of the State Board’s Strategic Plan and the San Diego Water Board’s Practical Vision, the incumbent will perform water quality work related to the San Diego Water Board’s Stormwater Program. Specific job duties and responsibilities are described in the Duty Statement. The position requires the application of artificial intelligence tools, algorithms, and prompts in performing activities related to analyzing stormwater data, reviewing reports, and database administration. Performing field inspections may be required to confirm data. The incumbent is expected to be courteous and provide timely responses to internal/external customers, following through on commitments, and to solicit and consider internal/external customer input when completing work assignments. The incumbent will integrate artificial intelligence tools with data interpretation/visualization tools to analyze and evaluate inventory data and increase efficiencies of administrative tasks; and will develop tools to automate administrative actions. The incumbent is expected to work collaboratively with other staff and regulatory agencies; and provide written and verbal presentations to the public and Board members. Working Conditions Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position. In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required. Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales. In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Knowledge, ability, and work experience using artificial intelligence tools, algorithms, and prompts to manage databases and reports, create efficient administrative processes, and prioritize data. Experience in environmental science, chemical engineering, or civil engineering relating to water quality control. Experience preparing, managing, reviewing, and interpreting multiple sources of data, to produce logical findings, conclusions, and recommendations. Knowledge of federal and State of California laws, policies, and regulations regarding water quality protection. Experience working with Microsoft’s Office Suite (Excel, Word, Powerpoint, Access, etc.), California Integrated Water Quality System, GeoTracker, Stormwater Multiple Application and Report Tracking System, and Geographic Information Systems. Ability to effectively communicate with others using strong verbal and written skills. Ability to maintain effective working relationships in a professional and courteous manner with Water Board staff and outside stakeholders in a professional, courteous, and timely manner. Ability to interact with the public, solicit and respond to comments on work products, and make effective oral presentations or briefings. Ability to manage and prioritize multiple tasks/projects to meet organizational needs and priorities; work independently or in teams; follow instructions; meet commitments and deadlines; and review accuracy of work products. Knowledge and interest in water quality control-related work consistent with the San Diego Water Board’s mission. Ability to apply organizational values in decision‑making and work products.
