To provide project management oversight to ensure the coordination of all projects on time within budget and scope. This position will oversee projects including technology development and maintenance, security, and cloud migration. This position will provide highly credible leadership to development teams and be able to accurately and objectively evaluate complex project risks and issues. This position will also collaborate with customers and develop strategies and solutions of high business value.

This position will be a hybrid position of in-person (as needed) and teleworking.

Specific tasks include managing all aspects of assigned projects throughout the project lifecycle to ensure they are completed on time and within scope and budget, defining, documenting, and managing project scope, schedule, and budget, developing, maintaining and distributing standard project management artifacts, ensuring applicable project documentation is complete, current, and stored appropriately, managing projects within the PMO framework, process, and structure, managing state-level projects within the larger VITA procurement and project management governance processes, keeping leadership and the PMO informed of key issues that may impact project completion, budget, or results, facilitating project conference calls, status meetings, planning sessions, and providing for meeting notes, being a consultant to customers and communicating project status throughout the project lifecycle, proactively identifying and mitigating project risks and issues, managing project resources, overseeing day-to-day task execution, and utilizing system-based project management applications, collaboration applications, and MS Office applications; Planview, SharePoint, MS Project, Google Meets, Teams, etc.

Required skills include demonstrated experience in organizing, planning, and managing information technology projects ranging in size/scope from low risk/complexity to high, demonstrated experience in project planning, establishment of critical plans, identification of risks/issues, defect tracking, and status reporting, knowledge and experience in the associated disciplines of business analysis, software development, quality control, configuration management, knowledge and experience in the associated disciplines of technical support, training, and production operations, knowledge of business process engineering methods, demonstrated skills in excellent facilitation, collaboration, negotiation, and presentation skills, demonstrated skills in meeting facilitation with customers and technical teams, demonstrated skills in documenting and understanding customer requirements, processes, and design and programming specifications, demonstrated skills in utilizing accepted SDLC models, demonstrated skills in reading logical data models, databases, and programming specifications developed from customer requirements, knowledge and experience using multiple project management methodologies such as Waterfall, Iterative, and Agile, ability to blend methodologies together in the right proportions to fit a project and business environment, strong attention to detail, with the ability to follow through, ability to operate effectively in a changing environment with multiple priorities, excellent verbal and written communications skills, strong analytical, planning, and organizational skills with an ability to manage competing demands, Bachelor's degree in Information Technology, Information Systems or Computer Science, or equivalent experience, PMP Certification, experience performing systems analysis, architecting technical solutions, and/or managing application development projects, understanding of and (experience with) Commonwealth of Virginia project management standards, project management qualification by the Commonwealth of Virginia, or VITA PM certification.
