Malama Kai Technologies is seeking a Key Personnel SME Project Officer to support HUMINT operational planning and execution for a sensitive Department of Defense or Intelligence Community program. In this role you will help plan and execute operational activities in demanding environments, apply tradecraft and techniques that protect operational security, and assess and manage operational risk across the collection lifecycle. You will manage tiered human relationships, coordinate with Government stakeholders, and bring disciplined program management to high consequence taskings.

Duties and Responsibilities

• Support operational planning and execution tasks from initial development through the end of the collection lifecycle.
• Plan and execute operational activities in contested environments, applying tactics, techniques, and procedures that ensure operational security.
• Assess and manage operational risk and recommend mitigations to Government leadership.
• Manage tiered human relationships and source or asset development consistent with DoD and IC guidance.
• Apply and oversee multiple communications methods that protect relationships and content privacy.
• Coordinate with DoD and IC stakeholders to synchronize activities, track taskings, and report status.
• Provide program and project management discipline across schedules, deliverables, and taskings.
• Lead and mentor team members, and maintain composure and sound judgment in stressful, high-visibility situations.

Minimum Qualifications

• At least twenty (20) years of progressive, professional experience in managing sensitive DoD or IC programs.
• Ten years must pertain specifically to the labor category, while the remaining experience must pertain to a related labor category
• Ability to comprehensively support tasks as they pertain to operational planning and execution.
• Completed DoD or IC coursework regarding the management of HUMINT activities.
• Experience planning and executing operational activities in contested environments, with an emphasis on tactics, techniques, and procedures that ensure operational security.
• Demonstrated ability to assess and manage operational risk.
• Strong interpersonal skills, including the demonstrated ability to maintain composure in stressful environments.
• Experience maintaining relationships and managing the full collection lifecycle, from initial development through the end of collection.
• Technical proficiency using multiple communications methods that ensure relationship and content privacy.
• Proficient in Microsoft Office Suite.
• Strong multi-tasking and organizational skills.
• Excellent interpersonal and customer service skills.
• Demonstrated written and oral communication skills.
• Ability to handle complex and highly detailed responsibilities.
• Experience working collaboratively with others and providing excellent customer service.
• Ability to prioritize work and make sound decisions.
• Skill in managing multiple concurrent activities of varying complexity, including adapting to changing priorities and short turnaround times.

Education Requirements

• Master’s degree in computer science, STEM or a related field
  • Bachelor's Degree plus 5 years additional work experience related to the labor category functional description may be substituted for a master’s degree (for SME with required MA/MS, would require a bachelor’s degree and 25 or more years of experience).

Preferred Qualifications

• National HUMINT certification or equivalent.
• Former active US military duty or military intelligence experience/background with experience building a source or asset base.

Security Clearance

This position requires an active TS/SCI clearance and SAP eligibility. Applicants must meet the eligibility requirements for that clearance level.

Citizenship

• US Citizenship required.

Travel

• Within the NCR as needed, less than 10%

Work Location and Environment

• This role is on site daily at a government facility located at Fort Washington, MD.

Compensation

The pay range for this position is $185,000 to $200,000 per year. This range is a good faith estimate of what we expect to pay for this role and not a guarantee of compensation or salary. Actual pay depends on qualifications, experience, clearance level, contract requirements, and work location.
