TERM LIMITED - ECMC Contract Administrator III Salary: $58,872.00 - $82,800.00 Annually Location: Denver, CO Job Type: Full Time Position Summary This professional-level contract administrator functions at the Energy & Carbon Management Commission (ECMC). Responsibilities include developing, drafting, securing approval for, and administering a variety of contract types, serving as the ECMC lead in executing or supporting DNR central procurement teams with commodity and service bids and purchases. Emphasis is on unique and complex contracts for which standard formats and provisions do not suffice, often requiring waivers, extensive coordination, and significant original drafting. The role serves as an ECMC resource providing consistency and management of contracting processes across the organization. Specific Job Duties Develop Contracts: Develop contracts of all types with emphasis on unique and complicated agreements requiring individualized provisions and waivers for unusual requirements such as multi‑partner cooperative tasks, projects with diverse funding sources, federal agency issues, and contractor arrangements. Coordinate with ECMC program staff, analyze complex data, consult approving entities, negotiate with contractors on behalf of ECMC, and serve as liaison between ECMC staff and central approval entities. Facilitate processing of contracts through the approval process and ensure timely completion. Contract Auditing/Compliance: Review contract/purchasing requests for completeness, fiscal responsibility, and urgency. Determine the most effective method of procurement, maximally apply competition while complying with relevant laws and rules. Justify and secure waivers of applicable regulations, interpret rules for ECMC staff, and propose internal procedures to ensure compliance. Issue and execute solicitations, bids, purchase orders, and vendor agreements in cooperation with oversight entities. Financial Compliance and Tracking: Maintain procurement tracking and databases (DNR Checklist apps, ECMC internal tracking, CORE, DocuSign, CMS). Input correct coding and financial details, track due dates, and provide reports. Coordinate with project managers on contracts near expiration or liquidation, draft amendments, and initiate closing or modification processes. Contract Funding Allocations/Coding: Develop and tailor standardized and specialized contracts for ECMC’s complex circumstances. Verify funding availability and ensure compliance with state contracting, fiscal, and procurement procedures. Communicate changes in legal requirements to program managers and provide guidance and training on contracting procedures, procurement rules, and CMS. Other Duties: Perform additional duties as assigned. Minimum Qualifications Six (6) years of relevant experience in a related occupation, OR A combination of related education and/or experience equal to six (6) years. Preferred Qualifications Excellent verbal and written communication skills. Previous contract administration experience for the State of Colorado. Expertise with MS Office, Google Suite, Adobe, Zoom, Asana or other project management software, and survey software. Current or former State experience relevant to this position. Experience and understanding of current procurement practices and standards. Strong organizational skills. Excellent problem‑solving logic. Motivated team player with well‑developed people skills. Working with the general public, professional consultants, and ECMC and DNR staff, with sensitivity to their needs, priorities, and commitments. Conditions of Employment Term‑limited position with an anticipated end date of nine (9) months after the start date. Position may be extended depending on funding availability and will be eligible for full benefits. Must have and maintain residence in the State of Colorado at time of application and through appointment. Must have and maintain a valid driver’s license and be in compliance with all fleet policies if operating a State fleet vehicle.
