The primary purpose of this position is: To serve as a security specialist and security advisor, providing oversight and management of multiple security disciplines (information, personnel, industrial, physical, computer, operations and communications security) in support of advanced and special access programs with the foreign partners and customers in the F-35 program.

  • This position requires the ability to perform physically arduous work such as climbing into false ceilings and crawling under false floors during physical security inspections.

  • Considerable knowledge and experience in information security is highly desirable. Specific knowledge and experience with special access program (SAP) and sensitive compartmented information (SCI) security procedures are also highly desirable.

Qualifications

In order to qualify, you must meet the specialized experience requirements and meet specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: interpretating policy originating from higher organization levels and implements instructions, providing authoritative interpretations and guidance to management officials and other security personnel and for resolving issues involving conflicting security requirements from multiple nations. Applying knowledge of regulatory provisions to correctly respond to requests for personnel security guidance or assistant identifying the nature of the issues involved and researching guidelines to identify the policies and procedures that apply solutions. Thorough knowledge of a wide range of collateral, SAP and SCI security principles, concepts, and methodologies to review, independently analyze, and resolve difficult and complex security problems; these problems can vary, but specifically the incumbent will always deal with security agreements with foreign governments for security resources and responsibility sharing; apply policy direction to contractors and government/military officials and develop guidance for applying security policy, procedures, techniques, equipment and methods to a variety of work situations and various levels or degrees of security controls.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Substantive knowledge of concepts, procedures, and practices within various special access program security disciplines, under the JAFAN directives (personnel, physical, information, AIS, industrial, OPSEC, and COMSEC).

2. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the organization.

3. Substantive knowledge of clearance adjudication process and what constitutes derogatory information. Substantive knowledge of procedures, forms, information and confidentiality requirements related to sensitive personal information to request security investigations.

4. Applies advanced-level knowledge of one or more automated databases and software applications associated with a specific security function to recognize, locate, and insert data/information; support office and security operations by demonstrating a thorough understanding of the unit mission; and produce a variety of documents and reports.

5. Ability to consistently provide competent, professional and effective guidance to customers.

6. Ability to communicate orally and in writing, clearly, concisely, and accurately; Ability to establish effective professional working relationships with Wing, coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
