Minimum Qualifications
Education: CASAC (Credentialed Alcoholism and Substance Abuse Counselor) certification required.
Experience: Minimum of 2 years of outreach and fieldwork experience in the behavioral health, substance use disorder, or human services field.
Certifications/Licenses:
- CASAC certification required
- Valid NYS driver's license preferred
Preferred Qualifications: Bilingual Spanish-speaking candidates are strongly preferred.
Work Eligibility: Must be authorized to work in the U.S.
Work Location Requirement: Onsite - 2581 Atlantic Ave, Brooklyn, NY & Community-Based.
Compensation
Salary: $75,000.00 annually

About the Role
The Substance Abuse Specialist is responsible for conducting community outreach, engagement, care coordination, substance use recovery support, and aftercare services for individuals experiencing behavioral health and substance use challenges. This role serves as a key connection between participants, treatment providers, and community resources to promote recovery, improve treatment engagement, increase access to services, and reduce health disparities.
Primary Responsibilities
- Conduct outreach and engagement activities to identify and connect individuals and families to behavioral health and substance use services.
- Build and maintain partnerships with community organizations, healthcare providers, schools, shelters, faith-based organizations, and other stakeholders.
- Represent ICL at community events, presentations, and resource fairs to increase awareness of available services.
- Engage individuals who are disconnected from services or at risk of relapse and support re-engagement efforts.
- Conduct screenings and facilitate referrals to appropriate treatment and recovery programs.
- Provide recovery-oriented support using motivational interviewing, harm reduction, and relapse prevention approaches.
- Coordinate access to critical resources, including housing, medical care, employment, education, and food assistance.
- Develop aftercare and discharge plans and connect participants to ongoing recovery supports.
- Collaborate with multidisciplinary team members to support treatment planning and service delivery.
- Maintain accurate documentation, complete required reports, participate in trainings, and ensure program compliance.
- Respond to mobile crisis situations in the community by providing engagement, support, safety planning, and linkage to services.
- Perform other related duties as assigned.
