Equipment Management Specialist

Job Description

Schedules, conducts, and reconciles annual equipment inventories. Coordinates with property custodians and equipment users on matters related to property accountability. Addresses and responds to emails received from Center customers while resolving any property-related issues. Prepares reports of variances and discrepancies. Audits and researches all inventory discrepancies; analyzes data and takes corrective action. Responsible for the adjustment of property records using supporting documentation. Responsible for tagging equipment on Center that meets control criteria. Responds to customer inquiries and requests for information and reports from the Property, Plant & Equipment (PP&E) System. Reviews documentation and prepares load sheets for entry into the PP&E database.

Duties and Responsibilities

\n

\n

* Responsible for knowing and use of the Federal Property Regulations (FPR), NASA Procedural Requirements (NPR 4200), Goddard policies, and the Equipment Management Work Instruction.

\n

* Responsible for work at all sites supported by NASA Goddard Space Flight Center (GSFC).

\n

* Advises GSFC property custodians and equipment users on matters pertaining to the proper control of equipment and refers them to the GSFC Property Custodian User’s Guide.

\n

* Participates in the tagging of all Center assets with a Radio Frequency Identification (RFID) tag.

\n

* Schedules and conducts inventory in accordance with the approved annual inventory schedule.

\n

* Conducts wall-to-wall, floor-to-ceiling inventories using an iPhone barcode scanner and/or an RFID reader.

\n

* Receives inventory discrepancy reports and takes corrective action. Coordinates with property custodians to assist in locating all missing property and queries the property database history files for all overages not in the local active database.

\n

* Conducts audits of discrepancies, analyzes source documentation and transaction data, and takes necessary corrective actions to finalize inventory reconciliation.

\n

* Establishes and maintains inventory files for each property account within the assigned directorate(s).

\n

* Prepares and submits final Summary Inventory Reports with each property account inventory folder upon completion of inventories to the Branch Manager for review and approval. Uses PP&E-generated inventory summary reports and compiles statistical data.

\n

* Evaluates GSFC property custodian performance as it impacts the progress of inventories; observes, evaluates, and reports inconsistencies with property management guidelines to the Team Lead and Branch Manager.

\n

* Maintains an appointment log for all requests for Tagging-In-Division (TID) tasks; performs tag-in-division for equipment assigned to GSFC that meets NASA-established criteria for control and adds it to the PP&E system.

\n

* Screens supporting documentation of credit card purchases processed in Receiving.

\n

* Affixes NASA barcode tags and/or RFID tags on untagged equipment meeting NASA control criteria and prepares necessary documentation for entry into the PP&E database.

\n

* Screens all cannibalization paperwork for accuracy and completeness and forwards it to the Supervisor for final review prior to submission to the GSFC or HQ Supply & Equipment Management Officer (SEMO).

\n

* Reviews shipping documentation for possible loans or transfers of equipment assets to other NASA Centers or federal agencies and advises the property custodian of appropriate actions to take.

\n

* Ensures all transactions entered into PP&E are properly documented and forwarded to the Data Entry Clerk for input into PP&E.

\n

* Interfaces daily with government counterparts and property custodians on issues requiring resolution or higher-level attention.

\n

* Utilizes BOBJ as the Agency-provided web access tool for conducting queries and generating property reports and Excel listings from the PP&E System as needed to complete assigned tasks or provide information to Center customers upon request.

* Performs other duties as assigned.

Qualifications

\n

\n

Required Skills and Qualifications

\n

\n

* Three years’ experience in property control using mainframe database methods.

\n

* Experience in auditing property control records with ability to analyze relationship of inventory documentation to property disposition and determine corrective action.

\n

* Experience should include physical inventories, document control, statistical analysis, property management, and report or Excel spreadsheet management.

\n

* General understanding of cataloging terminology and Federal Supply Classification codes.

\n

* Experience with office automation equipment including personal computers, data entry devices, fax machines, printers, and barcode scanners.

\n

* Knowledge of government property control regulations.

\n

* Experience in Microsoft Excel, Word, and PowerPoint is required.

\n

* Minimum high school diploma or equivalent required. College-level coursework is desirable.

\n

Physical Demands and Working Conditions

* Ability to operate material handling equipment.

\n

* Ability to pass a NASA GSFC forklift physical.

\n

* Capable of lifting packages weighing up to 70 pounds.

\n

* Ability to stoop, bend, push, and pull.

\n

* Must possess basic computer literacy skills, including the use of the World Wide Web and proficiency with Microsoft Office applications (Word and Excel).

\n

* Must be capable of sitting, viewing a computer monitor, and entering data on a keyboard for extended periods.

\n

* Work is performed in both indoor and outdoor environments.

\n

* Must possess or be able to obtain a Public Trust clearance prior to employment and maintain that clearance for the duration of employment.

Rate of Pay/Benefits

Hourly Rate: $28.45-$31.83
