Location: King County - 33010 SE 99th St, Snoqualmie, WA 98065 (Full-time on-site). Closes: Tuesday, August 11th, 2026 Salary: $51,600 - $59,348 Annually King County Premium & 24/7 Institution Premium: The salary does not include a 5% premium for employees working in King County, or an on-site 24/7 facility 5% premium.

This is an exciting opportunity to join the Human Resources team supporting Echo Glen Children's Center in Snoqualmie, Washington. As a Human Resource Consultant 1 (HRC1), you'll build valuable HR experience while partnering with managers, supervisors, and employees to support the dedicated staff who help Washington's youth succeed.

The Opportunity: In this role, you'll partner with managers, supervisors, and employees to provide guidance on a variety of human resource matters, including DCYF policies and procedures, Civil Service laws (WAC), Collective Bargaining Agreements (CBAs), and employment laws such as the Family and Medical Leave Act (FMLA) and the Fair Labor Standards Act (FLSA).

Working under the regular guidance of higher-level Human Resource professionals, you'll serve as a trusted resource while gaining experience across a broad range of HR functions. Some of what you will get to do:

  • Process all personnel/payroll actions for new hires, promotions, demotions, transfers, etc.
  • Provide tier one guidance and consultation to staff concerning HR-related procedures, guidelines, and policies. Facilitate consult to specialists and collaborate with other HR partners.
  • Provides consultation to management regarding the initial stages of performance/attendance management
  • Explain and assist staff with the completion of HR-related documents.
  • Assist with processing and reviewing position allocation.
  • Review and provide updates on daily tracking and data logs with management team.
  • Back up consultation in the absence of the Protected Leave Specialist with employees and supervisors on FMLA and share leave-related questions

Required Qualifications:

  • A bachelor's degree from an accredited college or university by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) with focus on business, human resources, social or organizational behavioral sciences, or related field.

  • Equivalent education/experience may substitute, year for year, for required education.
  • AND
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
  • Ability to communicate concepts, both orally and in writing, in a manner that is understandable, persuasive, and appropriate for the audience.
  • Ability to produce well-written letters and other correspondence, narrative, and statistical reports, and other presentations.
  • Ability to understand customer's mission, organizational needs and processes, anticipate problems, provide relevant, effective consultation on all aspects of human resources management, and influence new and positive ways to approach and resolve problems.
  • Ability to exercise sound independent judgment and accurately interpret and apply federal and state employment laws, rules, labor agreements and departmental policies.
  • Ability to work independently and as part of a team.
  • Ability to maintain a high level of confidentiality.
  • Ability to prioritize and effectively manage multiple tasks, personally adapt positively and facilitate others' management of rapid change.
  • Ability to work in a fast-paced and changing environment.
  • Ability to develop and present information to managers and employees on a wide variety of human resource topics.
  • Ability to compile complicated exhibits, legal discovery, interrogatories, and disclosure of public records, within established timeframes.
  • Ability to develop and maintain productive working relationships with a wide variety of individuals at all levels and facilitate conflict resolution.
  • Ability to remain calm when dealing with disgruntled individuals.
  • Proficiency in MS Word and Outlook; ability to use MS Excel.

Preferred Qualifications:

  • SHRM-CP/SCP, S/PHR, or other professional HR certification.
  • Professional human resource experience working with Human Resource Management/Information Systems (HRMS/HRIS).
  • Professional experience providing consultation and administrative support within a Human Resources Office.
