We have an exciting opportunity for an experienced Project Manager for our MQ-9B Emergent Requirements Program located in Poway, CA. This position is responsible for overseeing and coordinating the development and delivery of proposals which lead to successful capture campaigns for the MQ-9 P&L. Duties and Responsibilities Oversees all activities related to developing, planning, and scheduling proposals. Manages and monitors proposal schedule, timelines, and milestones to meet proposal submittal deadlines. Works with the Program Lead to ensure a thorough understanding of customer requirements (including hardware, personnel, logistics). Participates and coordinates the technical writing, editing, production, and delivery of the proposal. Develops and implements policies and procedures to ensure business objectives are met. Serves as primary interface for proposals with management, strategic development, engineering, production, finance, contracts, etc. Manages the research and analysis of historical data, coordinates the development of cost and ensures proposals meet RFP requirements. Might participate in or lead segments of the request for proposal (RFP) process to generate new business. Coordinates with cross-functional groups to standardize proposal offerings (to include personnel support, spares methodology, hardware pricing models, etc.) to streamline the proposal process and improve proposal cost accuracy. Coordinates with appropriate pricing teams to develop a comprehensive cost basis to support accurate pricing for potential hardware, personnel, logistics, and other proposed solutions. Travels as necessary to support in-person briefings. Recommends strategy and guidance for all proposal activity; leads solution, theme, and development meetings. Prepares and manages annual Bid & Proposal budget. Maintains the strict confidentiality of sensitive information. Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company. Ensures work is accomplished safely in accordance with established operating procedures and practices. Other duties as assigned or required. Job Qualifications Typically requires a Bachelor’s in Business Administration or related discipline and eleven or more years of progressively complex experience in the project administration field with at least five of those years in project management. May substitute equivalent experience in lieu of education. Demonstrates extensive knowledge in the development, coordination and application of proposal principles, concepts, regulations, and practices; comprehensive project leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones; and in‑depth knowledge of defense industry processes and practices for both competitive solicitations and sole-source U.S. government proposal submissions. Customer focused with the ability to exercise a high degree of independent judgment in resolving complex management and technical problems. Serves as spokesperson on various projects. Strong communication, leadership, presentation, and interpersonal skills to enable an effective interface with others. Knowledge of computer applications and operations pertinent to the field. Can work on a self-initiated basis and lead in a team environment, with ability to travel as required. Ability to obtain and maintain a DoD Secret Security Clearance is required.
