Student Life Compliance Manager, Title IX and Title VI Investigator Reporting to the Assistant Vice President for Student Life & Title IX Coord, the Student Life Compliance Manager, Title IX & Title VI Investigator is responsible to act as the lead compliance officer for the Division of Student Life and other University compliance responsibilities to include Clery Act reporting, NCAA compliance, among other state and federal laws and regulations, and supports the compliance with applicable laws such as Title IX, Title VI, VAWA, and the SaVE Act. The Student Life Compliance Manager, Title IX & Title VI Investigator is also primarily responsible for the prompt, thorough and impartial investigations of sexual violence and higher-level conduct complaints involving students and employees (as it pertains to student interactions), including bias related incidents. Policy Implementation and Development Assist in the development and implementation of best practices in Title IX and Title VI investigation, policy and campus training, keeping abreast of current state and federal laws, regulations and trends in Title IX and Title VI compliance. Make recommendations for university policies, procedures, protocols and Student Life practices to ensure compliance with Title IX, VAWA, Clery Act, NCAA, Title VI, The Stop Campus Hazing Act, and other applicable state and federal laws and regulations. Implementation and Continuance of Title IX and Compliance Training Track student and employee attendance and participation in various education, awareness and prevention programs and campaigns. Assist in the development and implementation of educational opportunities for students, staff, faculty campus volunteers and administration for Title IX, Campus Crime Reporting, VAWA and SaVE Act, bystander intervention and other compliance issues as appropriate. Compliance Assurance, Monitoring and Reporting Ensure compliance with the administration of Jeanne Clery Campus Safety Act. Oversee and assist the Athletics department in tracking academic compliance of student athletes. Collaborate with the Director of Public Safety to ensure the compilation and regular review of data related to campus crime statistics and implementation of regular Campus Security Authorities training. Assist in tracking cases, data and trends related to sexual misconduct and harassment complaints, follow-up actions and resolutions, while maintaining detailed records. Monitor and address student compliance with institutional public health initiatives, including COVID testing and vaccination status. Annually assemble data and collaborate with Public Safety, Office for Student Conduct & Conflict Resolution, Residence Life, and others to publish the Annual Security Report (ASR) required by law. Creation and Upkeep of Title IX and Policy Publications Assist with the preparation of updated written Title IX materials, including the university's publications on sexual harassment, sexual assault, stalking and intimate partner violence. Research and assist with the administration of Title IX prevention programming, including the creation, assembly and distribution of educational materials to the university community. Ensure consistency of university policies, procedures, protocols, and Student Life practices in all university printed and electronic resources, including assist with periodic updates of web content. Title IX, Title VI and Conduct Investigation Collaborate with the Title IX Coordinator, Office of Student Conduct & Conflict Resolution, the AVP for Student Life, the VP for Equity & Inclusion/Chief Diversity Officer, School of Law, and Human Resources to develop investigation plans and coordinate and/or conduct investigations of Title IX, bias related, and higher-level conduct cases in a timely manner. Prepare comprehensive investigation reports to be used in student conduct hearings and to inform university response. Divisional Leadership Maintain effective and collaborative relationships with relevant members of the university and greater community to include Public Safety, Residence Life & Housing, Office of Student Conduct & Conflict Resolution, Office of General Counsel, and state and local police. Assist in collecting and analyzing data for the purposes of assessment and strategic Student Life goal setting. Participate in Divisional priority committees and task forces such as the Alcohol and Other Drug Task Force, Bias Response Team and Behavioral Incident Team. Be accessible, visible and present for large campus-wide programs and community development activities as needed and seek involvement and engagement in university life. Provide collaborative support to the Office of Student Conduct by serving as a hearing officer (only for cases that do not pose a conflict of interest). Serve as a member of the senior staff "On Call" rotation. Requirements Master's degree in Higher Education Administration, Public Administration, Counseling or related field. Experience in working with Title IX, Public Safety, EEO or other related fields, preferably in higher education. Minimum of two years' experience conducting Title IX or discrimination investigations involving sexual harassment, sexual assault, intimate partner violence, stalking, sexual intimidation, and relationship violence. Demonstrated knowledge and experience using sensitivity in interviewing techniques. Extensive knowledge of state and federal legal issues related to higher education (e.g., Title VI, Title IX, VAWA, Clery, The Stop Campus Hazing Act, Drug-Free Schools and Communities Act), student conduct and risk management. Strong verbal, written and interpersonal communication skills. Ability to manage confidential and sensitive situations. Ability to interact comfortably with a wide range of diverse people, including staff, students, faculty and parents/guardians. Ability to function as an integral team member within the Division of Student Life. Familiarity with database and computer software programs. Commitment to professional ethics. Demonstrated understanding of issues of equity, inclusion, social justice, and civil rights. Ability to respectfully work, communicate and provide leadership within a diverse campus community.
