POSITION: Director of Compliance REPORTS TO: Executive Vice President of Operations COMPENSATION: Salary, plus Benefits and Bonus eligibility LOCATION: Louisville, KY FLSA STATUS: Exempt DIRECT REPORTS: Compliance team of approximately 15, including Compliance Analysts and supporting compliance staff PORTFOLIO: Approximately 15,000 affordable units TRAVEL: Up to 40%, including overnight travel POSITION SUMMARY: The Director of Compliance is a leadership role accountable for affordable housing compliance across Solidago's entire affordable portfolio of approximately 15,000 units. Reporting to the Executive Vice President of Operations, the Director leads a compliance organization of approximately 15 professionals and is responsible for building, training, and developing that team into the technical backbone of the company's affordable housing platform. This is fundamentally a people leadership role. At this portfolio scale, compliance outcomes are produced by the capability of the team rather than by the individual efforts of its leader. The Director is therefore measured first on the strength, technical depth, retention, and development of the compliance organization, and second on the compliance results that organization delivers. The Director is expected to build a formal training and certification program, establish clear performance standards and development paths, create bench strength and succession depth at every level of the team, and scale the compliance function to support portfolio growth toward 25,000 units. The Director owns the affordable housing compliance program end to end, including the audit process across initial certifications, annual certifications, interim reviews, and move-ins and move-outs, and serves as the company's primary compliance liaison to state housing finance agencies, contract administrators, syndicators, investors, and lenders. The Director operates as the senior compliance subject matter expert to the Executive Vice President of Operations, Regional Vice Presidents, and site leadership, and is expected to identify and analyze issues, recommend action plans, and execute them through the team. RESPONSIBILITIES: (Including but not limited to): Team Leadership, Training, and Development
- Lead, develop, and retain a compliance organization of approximately 15 professionals, with direct accountability for team structure, role definition, workload allocation, capacity planning, and hiring.
- Own the compliance training function for the organization, including a formal onboarding curriculum for new compliance staff, a continuing-education calendar, and role-specific technical training paths.
- Establish individual development plans, written performance standards, and a regular coaching cadence for every member of the team; conduct performance reviews and address performance issues directly and promptly.
- Sponsor and track industry certification attainment across the team (HCCP, SHCM, COS, NCP, TaCCs), and incorporate certification progress into advancement and compensation recommendations.
- Build bench strength and a documented succession plan for every key compliance position, ensuring the function can absorb turnover and support portfolio growth without degradation in compliance performance.
- Develop and deliver compliance training for site teams, Regional Vice Presidents, and corporate personnel, and measure training effectiveness through audit finding rates and file accuracy trends.
- Define and report team performance metrics, including file accuracy rates, audit finding rates, certification turnaround times, and remediation timelines, to the Executive Vice President of Operations.
- Structure the compliance organization to scale with the portfolio, recommending staffing levels, reporting lines, and specialization as unit count and program complexity grow.
- Foster a culture of accountability, technical excellence, professional development, and continuous improvement consistent with the Solidago Standards.
- Own the affordable housing compliance program across the portfolio, covering LIHTC, Section 8/HAP, tax-exempt bond, HOME, and other applicable federal, state, and local programs.
- Monitor new regulatory announcements, assess portfolio impact, and direct the implementation of applicable changes across operations and site leadership.
- Review federal, state, and local regulations for updates and recommend changes to Standard Operating Procedures and property forms to the Executive Vice President of Operations for approval.
- Ensure all rent and utility allowances are updated, implemented accurately, and in place prior to applicable deadlines.
- Ensure resident files are maintained properly, kept secure, and treated as confidential across the portfolio.
- Direct a portfolio-wide onsite audit program, executed through the compliance team, consisting of sampling tenant files to verify compliance with program documents, company policies, financing restrictions, LIHTC requirements, HUD regulations, state housing finance agency regulations, and the requirements of other governing entities.
- Direct regular onsite audits of work order processing, unit turnaround time, EIV requirements, reasonable accommodation policies, move-ins and move-outs, recertifications, lease renewals, interims, denials, and waitlists.
- Own quality control of the certification review process, ensuring that initial and annual tax credit certifications, supporting income and asset verifications, and Form 50059 and/or TIC forms completed by on-site staff are accurate and properly documented.
- Review audit summary reporting produced by the team, identify systemic trends and root causes rather than isolated findings, and drive corrective action through operational leadership.
- Maintain a tracking system for all files reviewed to support assessment of overall process health and individual site performance.
- Escalate material non-compliance issues to the Executive Vice President of Operations and initiate corrective action.
- Serve as the company's primary compliance liaison with state housing finance agencies, HUD and contract administrators, syndicators, investors, and lenders.
- Direct the preparation and submission of Desk Review documents required prior to on-site inspections, and lead the preparation of responses to regulatory agencies following inspections.
- Lead responses to agency audits and findings, including the development and execution of corrective action plans.
- Direct the preparation of quarterly and annual compliance reports to regulatory agencies, owners, investors, and lenders, including demographic information required by respective loan documents and contracts.
- Serve as the senior compliance subject matter expert to the Executive Vice President of Operations, Regional Vice Presidents, and site leadership.
- Support compliance due diligence, transition, and onboarding for newly acquired or developed communities, including lease-up and placed-in-service requirements.
- Direct technical support to on-site Property Managers and other staff in the preparation of compliance-related forms and documents, including Section 8 contract renewals, rent increases, and utility allowance analyses.
- Partner with other departments on compliance matters as requested.
- Perform other duties as assigned.
- Bachelor's degree required; Business, Accounting, Finance, or a related field preferred.
- 10+ years of affordable housing compliance experience, including a minimum of 5 years directly leading and developing a compliance team; experience leading a team of 10 or more strongly preferred.
- Demonstrated success building training, certification, and professional development programs that measurably improved team capability and compliance outcomes.
- Proven ability to deliver results through others at portfolio scale (10,000+ units or comparable), including hiring, performance management, and succession planning.
- Industry certification required or strongly preferred (HCCP, SHCM, COS, NCP, or TaCCs).
- Thorough knowledge of HUD regulations, Section 8/HAP administration, the Low-Income Housing Tax Credit (LIHTC) program, tax-exempt bond financing, state housing finance agency requirements (including Kentucky Housing Corporation), and other affordable housing programs.
- Track record of serving as a credible compliance advisor to executive leadership and of representing an organization to regulatory agencies, syndicators, investors, and lenders.
- Ability to translate complex regulatory requirements into clear, executable policies, procedures, and training for staff at all levels.
- Current working knowledge of the application of compliance programs, rules, and regulations.
- Ability to read, analyze, articulate, and compile financial and compliance reports used in business correspondence.
- Ability to compose written responses to audits and owner requests.
- Excellent verbal and written communication skills, with the ability to build lasting business relationships and exhibit professionalism.
- Exceptional attention to detail, strong time management skills, and the ability to remain organized in a demanding and fast-paced environment.
- Analytical and resourceful, with sound independent judgment and problem-solving skills.
- Strong working knowledge of Microsoft Word, Excel, and Google Workspace.
- Flexibility and the ability to travel, at times extensively and on short notice.
