ASSE 12080 Program Manager (Key Personnel)

1. Position Summary

The Program Manager is the contractor's designated key person for the VISN 6 Legionella testing and water management contract. This individual is a credentialed Legionella Water Safety and Management Specialist (ASSE/IAPMO/ANSI 12080) — the qualification the Contracting Officer confirmed satisfies the program-manager certification requirement — and holds a bachelor's degree or higher in science or engineering . The Program Manager supervises all sample collection and shipping across seven VA Medical Centers, directs the quarterly Legionella sampling program, oversees culture-based laboratory analysis through a CDC ELITE–certified lab, manages potable-water remediation events on facility request, reviews each facility's Water Safety/Management Plan for regulatory compliance, ensures all reporting and data deliverables, and serves as the technical point of contact to the COR and each facility's Technical Manager.

2. Required Licenses, Certifications, and Education

Both credentials below are required and are submitted as documentary proof with the quote.

• ASSE/IAPMO/ANSI 12080 — Legionella Water Safety and Management Specialist. Accepted by the Government (per the official Q&A) as satisfying the program-manager certification requirement. This credential establishes the manager's competence to develop, administer, and verify Legionella water safety and management programs. (Requires a 24-hour training course and a 100-question examination; valid three years with recertification.)
• Bachelor's degree or higher in science or engineering. A separate and still-mandatory Factor V requirement; the actual degree diploma is provided with the quote.
• Valid state driver's license (multi-site field travel across NC/VA).
• Ability to pass a VA background investigation and obtain facility access/badging; comply with facility drug-screening and health/immunization requirements.

Strengthens the rating (not mandatory): Certified HACCP Manager (the alternative credential named in the solicitation — holding it alongside ASSE 12080 removes any evaluator doubt); Certified Water Technologist (CWT); Certified Industrial Hygienist (CIH) or Certified Safety Professional (CSP); ASHRAE Standard 188 / Water Management Program training; OSHA 30-Hour.

3. Required Experience

• Five years' experience collecting and reporting Legionella tests in a hospital environment (PWS qualification).
• Demonstrated expertise developing Water Management Programs that address both cost and safety in potable and utility water.
• Experience producing HACCP program validation and verification data (the technical volume requires such data from at least 20 current customers, plus two sample testing reports).
• Working knowledge of VHA Directive 1061 and The Joint Commission water-management requirements.
