Purchasing Specialist (Procurement – ITS/Electrical)

Position Overview

We are seeking an experienced Purchasing/Procurement Specialist to lead procurement efforts for ITS, electrical, and construction projects. This role is critical to ensuring materials are sourced on time, within budget, and fully compliant , while reducing the administrative load on Project Managers.

The ideal candidate brings strong technical acumen —comparable to a junior PM or engineer in the ITS/electrical space.

Key Responsibilities

• Source and procure materials (fiber optic cable, messenger cable, electrical components, etc.) for active and upcoming projects
• Review and interpret project specifications (including VDOT standards) to ensure compliance and accuracy
• Identify suppliers, negotiate pricing, and secure best-value solutions
• Prepare and submit purchase orders/requisitions for internal (HRCP) and external (VDOT) approvals
• Track orders, manage lead times, and coordinate timely delivery to job sites
• Partner with Project Managers to align procurement with project schedules and budgets
• Maintain accurate records of specifications, approvals, pricing, and supplier performance
• Stay current on industry standards, material alternatives, and market pricing trends
• Support inventory management and cost-reduction initiatives

Required Qualifications

• 3+ years of procurement experience in construction, ITS, electrical, or utility sectors
• Strong ability to read and interpret technical specifications and drawings
• Familiarity with VDOT or similar DOT standards preferred
• Proven negotiation skills with a track record of cost savings
• Excellent organizational and communication skills
• Proficiency in procurement systems, MS Office , and basic PM tools
• High attention to detail with the ability to work independently
• Technical background in ITS, fiber optics, or electrical systems strongly preferred ( junior PM/engineering level )
