Senior Permit Technician – Hybrid The Senior Permit Technician – Hybrid is a specialized position that combines advanced permit processing and customer service responsibilities with technical duties in either plan review (Plans Examiner Track) or field inspections (Building Inspector Track). This position may be advertised as Senior Permit Technician/Plans Examiner or Senior Permit Technician/Building Inspector. Employees are initially assigned to one of the two tracks based on departmental needs and qualifications. As part of professional development, employees in this classification will cross‑train in the opposite track and will rotate assignments after six months, or as deemed appropriate by the supervisor, to gain experience in both plan review and inspection duties. However, employees will be required to obtain and maintain professional certification only in their originally assigned track. This role serves as an intermediate step in the Building Safety career ladder, bridging entry‑level permit processing with professional plans examination and inspection responsibilities.

DISTINGUISHING CHARACTERISTICS

This classification is distinguished from the entry‑level Permit Technician by the assignment of technical duties in both plan review and building inspections as part of structured cross‑training. Employees are initially assigned to a primary track (Plans Examiner or Building Inspector) but are required to rotate to the opposite track after six months, or as deemed appropriate by the supervisor, to gain experience in both disciplines. Unlike the Plans Examiner / Building Inspector I and Building Inspector I classification, employees in this class are not responsible for the full scope of commercial plan review or inspections, enforcement actions, or serving as primary technical consultants. Employees are required to obtain and maintain professional certification only in their originally assigned track, while continuing to demonstrate competence in the opposite track through cross‑training. ESSENTIAL FUNCTIONS – General (Both Tracks) Greets customers, answers phones, responds to inquiries, and provides general information regarding permitting requirements. Receives, verifies, and routes permit applications and supporting documents. Enters data into the permitting system, tracks applications, and maintains files. Calculates fees and processes payments. Schedules and enters inspections, assists with inspection requests, and issues permits. Maintains accurate records of permits, plans, reviews, and inspections. Provides clerical support, including scanning, filing, and archiving records. Prepares routine reports. Performs limited review of minor or simple permits, such as single‑family residences based on model plans. Performs all work duties and activities in accordance with department and/or Town policies and procedures. Works in a safe manner and reports unsafe activity and conditions. Follows Town‑wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the Town’s Health and Safety Manual. ESSENTIAL FUNCTIONS – Building Inspector Tracks Performs scheduled building inspections for residential and limited commercial projects, ensuring compliance with adopted codes. Prepares inspection reports and communicates correction notices. Provides technical assistance to applicants regarding inspection requirements. Coordinates with outside agencies, other departments, and professionals regarding inspection.

MINIMUM QUALIFICATIONS

High School Diploma or General Equivalency Diploma (G.E.D.). Two years’ experience in permit processing, construction, or related field, or three years of general administrative support experience preferably in a business or construction office; or any equivalent combination of formal education and experience sufficient to perform the essential functions.

PREFERRED QUALIFICATIONS

Coursework in construction technology, drafting, architecture, or engineering. ICC Permit Technician, B1 Building Inspector Certification, and/or R3 Residential Plans Examiner Certification upon hire.

REQUIREMENTS

ICC Permit Technician certification required within 6 months of hire. Plans Examiner Track: ICC R3 Residential Plans Examiner certification required within 12 months of hire. Building Inspector Track: ICC B1 Building Inspector certification required within 12 months of hire. A valid Arizona driver’s license is required within ten days of hire.
