We are seeking an Earthwork Foreman to lead field crews in the installation and maintenance of underground utilities, including water, sewer, gas, and electric. This hands‑on role requires the ability to read blueprints, operate heavy equipment, enforce OSHA safety standards, and ensure projects are completed on time and within budget. Job Title: Earthwork Foreman Employment Type: Full‑Time Location: State College, Pennsylvania Hiring Organization: Leonard S. Fiore, Inc. Salary Range: $28.00-$36.00+ per hour (DOE) Job Benefits: Medical, Dental, 401(k), Paid Time Off Duties And Responsibilities Lead and coordinate daily earthwork activities including excavation, grading, trenching, pipe installation (water/sewer), backfill, and compaction. Read and interpret plans and specifications; verify grades, elevations, and layout using stakes, lasers, or GPS. Supervise and direct a crew of 3-7+ operators and laborers; assign tasks and ensure productivity and workmanship. Enforce safety standards, conduct daily hazard discussions, and ensure trench and equipment safety compliance. Coordinate materials, trucking, and equipment to maintain workflow. Monitor production and adjust operations to meet schedule and budget goals. Track and approve crew timecards, equipment hours, and daily production progress reports. Provide daily progress updates and communicate issues or field changes to the Superintendent and/or PM. Ensure proper equipment care and report maintenance needs as needed. Travel to local and out-of-town projects as needed and perform related duties as assigned. Qualifications Minimum of five (5) years in underground utility construction, with prior supervisory experience. Current OSHA 30‑hour certification. Can safely lift up to 60 pounds, climb ladders, stairs, and climb out of ditches. Proficiency in operating heavy equipment (excavators, loaders) and reading technical drawings. Must wear proper protective equipment at all times. Knowledge And Skills Strong organizational and communication skills. Ability to read grading plans, blueprints, and specifications. Experience with grade checking using GPS, lasers, and cut sheets. Working knowledge of hand tools and equipment used in commercial construction.
