Job Summary
The Director of Facilities & Project Management is a senior-level position responsible for the comprehensive management, maintenance, and strategic development of all County-owned buildings, grounds, and facilities. This role is a combination of leadership and hands-on project management, overseeing all maintenance, repair, and capital improvement projects from initial planning to completion. The Director ensures that all facilities are safe, operational, and well-maintained while also coordinating the resources, schedules, and communication for all projects. This position requires a strong leader with a comprehensive understanding of facility management, construction, and project coordination.
Principal Accountabilities
The following duties are typical for this classification. - Develop and implement a comprehensive long-range plan for the maintenance and improvement of all county facilities.
- Prepare and manage the departmental budget, ensuring fiscal responsibility and efficient resource allocation.
- Direct and coordinate all maintenance and repair activities for county buildings and grounds, including HVAC, plumbing, electrical, and structural systems.
- Oversee and manage all capital improvement projects, from initial planning to completion.
- Prepare and maintain project documentation, reports, and meeting minutes.
- Track project progress and identify potential issues or risks.
- Directly supervise and mentor a team of maintenance staff, tradespeople, and administrative personnel.
- Assist with the allocation and management of project resources, including personnel, equipment, and materials.
- Ensure all projects are completed on time, within budget, and to the required quality standards.
- Ensure all facilities and grounds are maintained in a safe condition and comply with all federal, state, and local safety and building codes.
- Develop and implement safety procedures and training programs for all departmental staff.
- Serve as a central point of contact for project team members, external contractors, and stakeholders.
- Facilitate effective communication to ensure all parties are aligned on project goals and status.
Knowledge, Skills, & Abilities
- Exceptional leadership, management, and supervisory skills.
- Comprehensive knowledge of building systems, construction practices, and maintenance procedures.
- Strong project management skills, with the ability to oversee multiple projects simultaneously.
- Experience with budget development, financial oversight, and contract management.
- Excellent verbal and written communication skills for interacting with staff, contractors, and elected officials.
- The ability to identify and solve complex maintenance and project issues and manage emergency situations effectively.
Experience & Education
- A bachelor's degree in facility management, engineering, construction management, or a related field is preferred. A combination of relevant experience and education may be substituted.
- A minimum of 7-10 years of progressive experience in facility management, property management, or construction, with a significant portion of that experience in a supervisory or management role. A minimum of 2-3 years of experience in a project-based, administrative, or organizational role is also required.
Physical Requirements/Working Environment
PHYSICAL DEMANDS - Position requires FREQUENT sitting, talking, and hearing. The employee is constantly required to use hands and fingers to feel, handle, or operate objects, tools or controls, and reach with and hands and arms. Job requires physical stamina and endurance, including the ability to lift and carry up to 50 lbs., operate hand tools, and perform stationary flagging. Position may require frequent or occasional bending, kneeling, stooping, crouching, climbing, standing, reaching, and pulling. Squatting, kneeling, reaching above and at shoulder height, moderate grasping to manipulate objects; lifting objects weighing 50-75 lbs. from below waist to above shoulders and transporting distances up to 50 feet.
WORK ENVIRONMENT - This position is exposed to wet/humid conditions, inclement outdoor weather, vibration, oils, moving mechanical parts, potentially hazardous bodily fluids, potentially hazardous or cancer-causing agents/chemicals, or very loud noises. May be required to work in confined spaces or hazardous traffic conditions. Job requires overtime and nighttime work as needed and requires the ability to respond to emergency situations within a reasonable timeframe.
Supervisory Responsibilities
- This position is responsible for the direct supervision of all facilities staff and all personnel assigned to specific projects.
Travel
- Travel is required to and from various county-owned facilities, properties, and project sites.
