Job Description
Senior Analyst – CBRN Response
Washington D.C., U.S. Department of State
Onsite Position
CORTEK is seeking a Senior Analyst to support the Response Team within the Bureau of Arms Control and Nonproliferation's Office of Weapons of Mass Destruction Response and Planning (ACN/WRP) at the U.S. Department of State. ACN/WRP coordinates U.S. consequence management after a chemical, biological, radiological, or nuclear (CBRN) incident that releases hazardous materials. The office deploys its Incident Management Team (IMT) to augment U.S. missions overseas with specialized CBRN response expertise, advise mission leadership on host government engagement, and assist Chiefs of Mission through mitigation, disposition, remediation, and recovery.
The Senior Analyst will help ACN/WRP prepare U.S. embassies and foreign partners to respond to CBRN incidents that affect mission operations, U.S. citizens, critical infrastructure, or U.S. strategic economic interests abroad. The analyst will deploy as an IMT member, design and lead CBRN exercises, help embassy personnel understand their roles and responsibilities, and support the coordination of U.S. Government response resources during catastrophic international CBRN events.
Duties and Responsibilities
Incident Response
- Deploy as a member of the ACN/WRP Incident Management Team to support U.S. missions during CBRN incidents.
- Support ACN/WRP in coordinating U.S. Government response resources for catastrophic international CBRN events.
- Conduct consequence management assessments and CBRN hazard prediction analysis to identify the most likely and worst-case effects.
- Support crisis action planning and develop courses of action for CBRN incidents.
Exercises and Engagement
- Serve as the primary point of contact for the Response Team's U.S. embassy engagement portfolio, planning and coordinating engagement with Department offices, interagency partners, and foreign stakeholders to strengthen CBRN response capabilities.
- Design and facilitate tabletop exercises (TTXs), scenario-based discussions, and senior-leader seminars on CBRN hazards for U.S. embassy and foreign partner audiences.
- Plan, organize, carry out, and report on exercises, engagements, and other assigned events.
- Develop exercise materials, including facilitator guides, participant workbooks, inject packages, and evaluation tools.
- Write after-action reports (AARs) and document lessons learned so they can be built into future plans and training.
- Facilitate interagency communication, training, and collaboration so that agencies respond to CBRN incidents in a coordinated, effective way.
- Prepare and deliver briefings for ACN/WRP and Department senior leadership, as requested.
Planning and Policy
- Help develop and refine Department of State and interagency CBRN response plans, policies, and procedures.
- Apply emergency management principles and frameworks to CBRN response planning and IMT operations.
- Provide CBRN technical, doctrinal, and planning expertise to the Response Team and its partners.
Travel
- Travel domestically and internationally, sometimes on short notice, to support exercises, engagements, and IMT deployments.
Required Qualifications
- Active Top Secret clearance with SCI eligibility.
- Valid U.S. passport.
- One of the following:
- A master's degree and at least five years of hands-on experience in CBRN response, consequence management, or emergency management, including work on a multidisciplinary team; or
- A bachelor's degree and at least eight years of relevant CBRN response, consequence management, or emergency management experience.
- At least two years of project management experience, including planning and carrying out international projects.
- Excellent written and spoken communication skills.
Desired Qualifications
- Expertise designing and facilitating TTXs, scenario-based discussions, and senior-leader seminars for U.S. Government or international audiences.
- Experience working with U.S. embassies, interagency partners, international organizations, or foreign governments to counter WMD threats.
- Broad knowledge of nonproliferation, international affairs, radiological and nuclear security, CBRN terrorism and counterterrorism, emergency management, and consequence management.
- Familiarity with Department of State or U.S. Government interagency processes.
- Strong time management and interpersonal skills and a collaborative work style.
