Open Date Open Date 2/25/2026 10:30:00 AM Filing Deadline Salary $49.14 - $76.98/hour; $8,517.60 - $13,343.20/month; $102,211.20 - $160,118.40/year This is highly responsible managerial, technical and administrative work involving permitting intake and plan plans review and related enforcement of codes, regulations and ordinances regarding all aspects of building and site construction. Nature Of Work An employee in this class performs work of considerable difficulty while assisting the Chief Building Official in the administration and enforcement of building construction ordinances and regulations relating to the review for Florida Building Code compliant construction, permitting and inspection of buildings, structures, improvements, or accessories thereto, including maintenance, alteration, or additions. The employee in this class is responsible for the administrative oversight of the division’s plan review, site and clerical staff, as well as the technical direction of the staff of a specific work unit (Building, Site, Electrical, Plumbing or Mechanical); all of whom are engaged in securing and maintaining compliance with codes, regulations and ordinances governing all phases of construction, alteration, and repair of commercial and residential structures and sites. Work is of considerable difficulty involving assigning, scheduling, supervising, and reviewing activities, as well as the intake and plan review of commercial and residential buildings and sites that are under construction or being repaired or remodeled during various stages of completion to ensure compliance with applicable codes, rules and regulations. Considerable initiative and independent judgment are required in determining whether changes are needed in plans and making recommendations to contractors, engineers, architects, etc. Employee must exercise tact and courtesy with the general public, contractors, engineers, builders, and owners. Employee operates a lightweight motor vehicles to travel among work locations. Work is performed under managerial direction and requires a high degree of technical knowledge and the application of extensive initiative and independent judgment. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor. Examples of Duties Plans, assigns, supervises, and reviews the work of subordinates; establishes schedules, workload and performance standards for employees; recommends employment, promotion, transfer, discipline, demotion, and dismissal of subordinates; serves as initial respondent to grievances; responds to employee leave requests; completes employee performance evaluations; participates in preparation of the annual budget and managing expenditures for the work unit. Performs the following when assigned to a specific work unit: building, construction site, electrical, plumbing/gas, or mechanical installation plan reviews; supervises plan reviewers performing technical inspections of residential and commercial building structures, construction site, electrical, plumbing/gas, or mechanical installations which are under construction or being repaired, remodeled, or enlarged to ensure conformance with building codes, regulations, and ordinances; administratively supervises other client facilitators, and clerical staff engaged in ensuring compliance intake and processing of permits in compliance with other construction codes, regulations and ordinances; responsible for proper enforcement of the Florida Building Code, the City’s Historical District regulations, the City’s Zoning Code, and the Americans with Disabilities Act (ADA) regulations; coordinates with other city departments and outside agencies. Assists in overseeing building and site plan review and permitting processes for compliance with building codes, stormwater, transportation, zoning, and landscape codes; develops procedures for the issuance of electrical, building, plumbing, mechanical, landscape, transportation, stormwater, and zoning permits for all structures; develops procedures for the review process for building and site. Coordinates the workflow for plans examination process and examination of commercial, industrial, and residential construction and building plans for structural adequacy and compliance with codes and ordinances. Develops and manages a quality assurance program. Oversees a training protocol for technical and administrative personnel. Leads and/or participates in the implementation of special projects and initiatives aimed at improving overall service delivery at the department. Interprets codes and regulations for, consults with, and advises engineers, architects, contractors, builders, owners, etc., both orally and in writing; participates in preliminary discussions prior to plans submission; examines plans and specifications to assure compliance with codes, regulations, and ordinances prior to approval and permit issuance; approves field revisions to plans. Confers with reviewers and others to evaluate status of work projects and provide guidance and direction. Meet with attorneys, architects, contractors, engineers, and developers regarding compliance with codes, building construction requirements, materials and practices; performs reviews of building construction projects which may have difficult problems involved. Works with other stakeholders to help implement and manage a performance tracking function for the department; produces performance measures and service delivery reports for key performance indicators such as, but not limited to, permits issued, plans reviewed, inspections made, and revenue generated. Participates in the assessment of new and amended code provisions related to construction. Prepares correspondence; assigns, develops, and evaluates employees; assists in the preparation and management of unit budget. Participates in planning, directing, and overseeing the activities of the division; provides technical assistance to the division. Serves as liaison to other City departments and external governmental officials and agencies. Performs related work as required. Knowledge, Skills & Abilities Extensive knowledge of: Construction practices in the building industry, with particular emphasis on residential and commercial construction; Florida Building Code compliance, and other relevant building, zoning, and related land development codes and ordinances. Considerable knowledge of: Contemporary management practices and procedures; application of data processing to office operations, including record maintenance. Ability to: Read and interpret building materials and construction standards, plans, blueprints, and specifications; enforce code requirements with firmness, impartiality, and effective public relations; plan, assign, direct, and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials and employees, contractors, architects, engineers and developers, and the general public; plan, organize, and refine operating procedures; set clear objectives, and measures and monitor process, progress, and results. Physical Requirements Mostly sedentary, indoors, may require occasional site visits; requires extended use of computer, typing and viewing a monitor. Minimum Qualifications Graduation from an accredited college or university with a bachelor’s degree in engineering technology, construction technology, architecture, or a related field, and five (5) years of experience in building construction practices and principles, methods and materials in the appropriate discipline (building, site, electrical, plumbing or mechanical), with five (5) years of experience in application of municipal and state codes, laws, rules, and regulations governing the conduct of inspections and plan reviews and three (3) years of supervisory experience. Licenses or Certifications Possession of: (Must be attached) A valid Florida driver’s license required A Standard Building Plans Examiner license as issued by the Florida Building Code Administrators and Inspectors Board; and One (1) Standard Trade (Mechanical, Electrical and Plumbing) Plans Examiner licenses State of Florida certification as Standard Building Code Administrator Examination Evaluation of education and experience.
