Position Title Assistant Counsel (Litigation and Regulatory Focus) Department Office of General Counsel Reports To Deputy General Counsel – Litigation and Regulatory Services Pay Grade P Salary Range $83,000 – $103,800 Position Summary Assistant Counsel is a vital part of Atlanta Housing’s in‑house legal team, supporting affordable housing initiatives for nearly 26,000 low‑income households. The role manages complex litigation, investigations, and other adversarial matters involving Atlanta Housing or its affiliates, with a focus on Fair Housing, Equal Opportunity, administrative hearings, open records, landlord/tenant concerns, corporate governance, regulatory compliance, and supporting the Housing Choice Voucher Program. Essential Duties and Responsibilities Represent the agency in civil or criminal court proceedings, overseeing all stages of legal disputes from investigation and pleadings to discovery, depositions, pre‑trial motions, and trials. Formulate case strategies, negotiate settlements, and advise senior leadership and internal clients throughout the legal process. Provide legal services and outside counsel oversight related to complex and routine litigation and investigations involving torts, real property, contracts, corporate, insurance, and other specialized matters. Interpret laws, rulings, and regulations; provide legal analysis and training regarding HUD Fair Housing and Equal Opportunity regulations and investigations, fair housing and reasonable accommodations, and negotiate with HUD, FHEO, and the Georgia Commission Equal Opportunity. Provide regulatory and administrative guidance to the Housing Choice Voucher Program, conduct investigations and administrative hearings related to the denial or termination of housing assistance benefits, and prepare well‑reasoned hearing decisions. Provide strategic and legal advice on the Open Records Act, Open Meetings Act, landlord/tenant issues, corporate governance, regulatory compliance, and related concerns. Perform high‑level policy and corporate counsel responsibilities related to Atlanta Housing’s governing Board, affiliates, Executive Team, and Business Units. Provide leadership, mentoring, and training to subordinate attorneys, legal assistants, and paralegals. Perform other related duties as required or assigned. Knowledge and Skill Requirements Excellent verbal and written communication skills, strong interpersonal abilities, and a collaborative mindset. Strong analytical ability, well organized, and able to plan, organize, and control multiple legal matters amid shifting priorities. Strong judgment, legal acumen, and reasoning in reviewing legal documents, filings, or records. Knowledge of or ability to acquire knowledge of housing laws, HUD regulations, and other applicable federal, state, and local laws impacting Atlanta Housing. Results‑oriented and capable of functioning in a moderately paced, collegial in‑house counsel office. Demonstrated desire and capability to provide outstanding leadership, coaching, mentoring, and teaching of colleagues. Education and Experience Requires a Juris Doctorate degree from an accredited law school. Ideal candidates have at least 5+ years of experience in litigation, fair housing, FHEO, HCVP, regulatory matters, or related areas. Candidates with less experience may be considered for other attorney positions. Experience in large law firms, government agencies, or in‑house counsel is a plus. Working Conditions Work is conducted primarily in a standard corporate office, with the option for a hybrid home office and in‑office environment. The role involves moderate pace, multitasking, frequent bending, stooping, reaching, and prolonged sitting/standing. Regular lifting of up to 15 lbs. may be required.
