Residential Care Team Leader - Behavioral Health

Overview Beacon Specialized Living Services (BSLS) is a national private-equity backed behavioral health company providing residential-based services and supports to children and adults with Intellectual and Developmental Disabilities, Severe Mental Illness, Autism, and high-acuity behaviors. Activities related to this position must be delivered in compliance with the company’s policies and procedures, accreditation standards, state and federal licensing requirements, HCBS guidelines, and the contractual requirements of Community Mental Health Agencies and other regulatory bodies. Responsibilities / Essential Functions (Daily, Weekly, Monthly, Quarterly, Annually, or as needed) Always be compliant with all company and regulatory policies and procedures. Operate assigned home(s) to meet or exceed company budgets and clinical effectiveness targets. Support and supervise Direct Support Professionals (DSPs), ensuring training and skills to provide high-quality care. Maintain assigned home(s) and ensure good working order of related systems, facilities, and furnishings. Assign repairs and maintenance duties to staff; contact the maintenance department or direct supervisor to address facility issues. Assist direct supervisor with contracting for approved services and evaluate contractor performance. Maintain cleanliness of assigned home(s) and vehicles by developing daily duties for each shift. Communicate daily with direct supervisor. Manage on-call responsibilities and report on-call hours to the direct supervisor as needed. Review or send important topics to the direct supervisor for monthly home meetings. Prepare meeting rooms and schedule staff for meetings. Build positive relationships with referral sources, government and licensing agencies, and assist in coordinating admissions as needed. Collaborate with Beacon leadership and various functional areas to improve operations, compliance, residential care, and employee performance. Maintain professional conduct and ensure staff conduct when on duty. Perform other duties as assigned by the company. Regulatory, Contractual, and Accreditation Compliance Contact the direct supervisor if a regulatory agency, adult protective services, investigating body, or police arrives at the home; cooperate with investigations as directed. New Jersey employees must cooperate with Department of Human Services (DHS) during inspections or investigations. Complete incident reports in the company electronic system timely and send a copy to the direct supervisor for approval; file the report in the designated area after approval. Ensure that incident report actions, corrective action plans (CAP), and plans of correction (POC) are implemented accurately and timely. Assist direct supervisor with annual documentation updates for individuals served; inform supervisor of status changes requiring protocol or documentation updates. Ensure compliance with employee training and certifications to meet licensing standards, recipient rights, and accrediting bodies. Communicate with state and local regulators openly and as a reliable partner. Census and Budget Responsibilities Collaborate with direct supervisor, referrals, and regional team to manage census, including leaves of absence (LOAs) for assigned homes to meet or exceed budgeted revenue targets. Provide direct supervisor with logs and documentation that support care and other needs. Manage home payroll costs through recruitment, staffing, scheduling practices, and monitoring trends such as no-shows, terminations, and overtime. Manage the home budget, petty cash, and individual funds; ensure timely and accurate financial reporting (payroll, petty cash, individual funds, billing, etc.). Ensure time-and-attendance and payroll reporting accuracy. Staffing and Human Resources Responsibilities Inform the direct supervisor of current and future staffing changes or shortages. Monitor and maintain employee scheduling and time worked within budget. Ensure open shifts are staffed and arrange replacements as required. Oversee residential care functions at the site and collaborate with HR, Training, and Recruiting on interviews, evaluations, separations, and training. Inform the direct supervisor of personnel issues requiring monitoring, counseling, or feedback; complete COS after disciplinary action. Conduct on-site training for DSPs and develop teams to support daily responsibilities. Notify employees of class schedules and locations; supervisor will schedule, monitor, and track. Set goals and provide feedback on annual performance reviews for DSPs. Ensure new employees are welcomed, oriented, and integrated. Provide monthly check-ins with direct reports. Clinical and Individuals Served Care Responsibilities Collaborate with direct supervisor and clinical team to ensure proper clinical actions to maintain or improve health, safety, and stability. Oversee activities and programs; identify ways to enrich social, emotional, mental, and physical needs and promote independence. Communicate regularly with internal and external clinical, medical, and regulatory agencies as required. Attend and ensure DSPs attend individuals' functions as scheduled and maintain person-centered plans. Ensure DSPs assist individuals in skill-building and community activities. Review each individual’s status and ability to perform under contract terms. Apply trauma-informed care and promote a trauma-informed culture at all levels of the organization. Quality Assurance, Monitoring and Reporting Oversee administrative, clerical, clinical records, transportation, and coordination of care at assigned sites. Complete fire and emergency drills as required. Submit accurate daily entries in the electronic health records (EHR). Monitor meal plans, kitchen sanitation, meal quality, and overall resident satisfaction. Ensure daily reminder tasks are completed and report deficiencies. Report work injuries to the direct supervisor within 24 hours. Conduct random home and vehicle inspections and address policy violations promptly. Conduct random client audits and communicate findings to leadership. Maintain HIPAA-compliant confidentiality for individuals served, prospective individuals, and employees. Protect privacy and security of all medical records and confidential information in accordance with laws and contract terms. Promote Beacon values in everyday behavior and maintain a safe community and workplace. Cooperate with DHS staff or other regulators during inspections or inquiries and follow Beacon policies and procedures. Professional Conduct and Management Effectiveness Evaluation areas include: Job Knowledge, Quality and Quantity of Work, Reliability, Initiative, Judgment, Cooperation, Attendance, Planning and Organizing, Directing and Controlling, Decision Making, Problem Solving, and alignment with Beacon’s Mission and Core Values. Education & Qualifications Minimum of 2 years of college coursework in business, social science, or related human service discipline strongly preferred; high school diploma or GED required. 2-3 years’ leadership experience in healthcare or behavioral health preferred. 1-2 years’ management or supervisory experience preferred. Approved by state, federal, and government entities to work within BSLS programs. Maintain industry-required trainings and TB screenings (for select markets). Pass criminal background check; meet NJ Central Registry, CARI, and drug testing requirements as applicable. Excellent communication skills; problem-solving abilities; attention to detail; multitasking capability. Demonstrate core competencies related to IDD services and mental health. Must possess a valid Driver’s License and ability to use office IT and equipment. Ability to work with individuals with mental illness and co-occurring disorders; potential exposure to aggression and infectious disease. Required IT Systems Skills BSLS uses Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneDrive); HRIS, Attendance/Time Clock, EHR, EMR, Clarity, and other systems. The role requires learning and proficiency with these and future systems. Physical Demands and Work Environment The physical demands and work environment described below are representative of those required to perform essential functions. Physical Demands Move about the home or community ~50% of the time; may bend, kneel, reach, lift up to 50 pounds for short distances; may climb stairs multiple times per day. Operate computer and office equipment; prepare meals requiring oven/stove/microwave; perform laundry and grocery shopping including stairs. Assist with personal care and transfers (up to 200 pounds) as needed. Regularly communicate with team members; vision, hearing, and dexterity requirements for job tasks. Ability to perform interventions as trained; exposure to blood, bodily fluids, and tissue could occur. Work Environment Typical home or community settings; potential exposure to challenging behaviors, stress, and noise levels are moderate. May be exposed to cold, heat, dust, or smoke.
