The Program Manager I is responsible for management of a specific program or group of programs in a specialty/functional area including scheduling and budgeting activities, working in collaboration with leaders to implement the program's objectives in support of identified goals and the continuous improvement process. Responsible for monitoring the program's effectiveness and mobilizing stakeholders in support of continuous improvement to the program. Organizes interdepartmental activities ensuring ongoing effective program operation and/or implementation. Responsible for identifying opportunities to enhance or expand the program and presenting proposals to management. Oversees the process of executing initiatives essential for the success of the program, including communication with all stakeholders, both internal and external. May oversee and lead teams in support of the program's objectives.
CARE clinic operations and logistics
• Daily Operations Support: Provide high-level administrative and logistical support for the CARE Clinic’s day-to-day functions, ensuring a seamless environment for patients and staff.
• Meeting & Liaison Management: Coordinate, schedule, and facilitate internal and external partner meetings. Responsible for professional note-taking and the timely dissemination of minutes and action items.
• Event Coordination: Maintain and oversee calendaring for CARE clinic team and partners, including community outreach events, partner site visits, and internal trainings, meetings or team-building initiatives.
Required Education and Experience
Bachelor’s Degree in business, health care or related field or equivalent combination of education and experience.
Three (3) years experience in a lead role overseeing program/project management.
Three (3) years experience working on quality and process improvement projects with cross-functional teams; including data collection, analysis and reporting.
Proven record of project completion, program planning, execution and status reporting.
Experience leading committees, activities and staff.
Required Credentials

Preferred
Experience working in public health, health care or social services.
Project Management Professional (PMP) Certification.
Experience analyzing improvement data and working with internal clients to analyze and develop improvement strategies.
Experience project managing large complex organizational initiatives that cross all departments and roles.
Additional Preferences:
• Trauma-Informed Principles: Foundational understanding of trauma-informed care and the ability to apply these principles to administrative and operational workflows.
• Systems Knowledge: Familiarity with the Washington State foster care system, juvenile justice, or community-based substance use disorder (SUD) resources. Or willingness to learn with curiosity and partnership.
• Operational Agility: Proficiency in project management tools and scheduling software to manage complex, multi-disciplinary clinic calendars.
• Communication Excellence: Ability to distill complex clinical meeting discussions into clear, actionable items for diverse stakeholders, including community partners and youth advocates.
Compensation Range
$97,665.00 - $146,497.00 per year
Salary Information
This compensation range was calculated based on full-time employment (2080 hours worked per calendar year). Offers are determined by multiple factors including equity, skills, experience, and expertise, and may vary within the range provided.
