Description
The City of Jurupa Valley is seeking an experienced operations leader with a background in construction, inspections, and/or public works maintenance. The ideal candidate will bring strong maintenance experience, along with the ability to lead staff, manage daily operations, coordinate contractors, and improve service delivery. This position will play an important role in aligning and strengthening the City's maintenance operations to better meet the needs of the community. DEFINITION Under general direction, manages and coordinates the City's public works field operations programs, services, and activities including street maintenance, sidewalk maintenance, street scape landscape, weed abatement, street sweeping, storm drainage, graffiti maintenance, parks, building and facility maintenance, fleet management, street lighting, traffic operations, and paint and sign maintenance; procures and monitors contracts for services; coordinates activities with other departments and outside agencies; and performs other related duties and responsibilities as required. DISTINGUISHING CHARACTERISTICS This single position class is responsible for planning, scheduling, managing, and evaluating the day to day operations of the field operations staff, programs and activities. The incumbent is responsible for accomplishing division objectives and goals within guidelines established by the Director of Public Works, City Manager, and City Council. Assignments are broad in scope and allow for a high degree of administrative discretion in their execution. This class is distinguished from the Public Works Maintenance Supervisor in that the later serves as the first line supervisor in the field, while the Public Works Operations Manager has over-all responsibility for the Division. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Director of Public Works. Exercises direct and/or general supervision over assigned staff field operations staff.
Examples of Duties ESSENTIAL FUNCTION STATEMENTS --Essential duties and responsibilities may include, but are not limited to, the following: 1. Assumes management responsibility for all the Public Works Field Operations Division programs, services, and activities including street sweeping, storm drainage, street maintenance, graffiti maintenance, parks, building and facility maintenance, fleet management, street lighting, traffic operations, paint and sign maintenance.
2. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
3. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends to the Deputy Director of Public Works/Assistant City Engineer; directs the implementation of improvements.
4. Plans, directs, coordinates, and reviews the work plan for the division; meets with staff to identify and resolve problems; assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products, methods, and procedures.
5. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies.
6. Develops bid specifications for maintenance projects, and participates in the selection of contractors; oversees assigned contract services, maintenance, and construction activities; administers provisions and specifications of contracts.
7. Manages and participates in the development and administration of the departmental annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs and implements adjustments as necessary.
8. Directs the monitoring of and approval of expenditures; reviews and monitors all purchase orders; monitors and controls supplies and equipment.
9. Serves as liaison for the division with other City departments, divisions, and outside agencies; negotiates and resolves significant and controversial issues.
10. Provides responsible staff assistance to the Deputy Director of Public Works/Assistant City Engineer; prepares and presents staff reports and other necessary correspondence; prepares City Council agenda reports, ordinances, resolutions, and agreements.
11. Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned public works maintenance and construction programs, policies, and procedures as appropriate.
12. Participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works maintenance and construction.
13. Oversees the repair and maintenance of the City's fleet, heavy equipment, and related power equipment; coordinates the purchase and replacement of equipment as required; makes recommendations for the purchase of new equipment, and assists in the preparation of equipment specifications.
14. Receives and investigates citizen complaints and requests; determines and ensures appropriate disposition; investigates and reports on matters related to claims made against the City; monitors work completed.

EMPLOYEE BENEFITS The City of Jurupa Valley offers an excellent benefit package for full-time career employees through a flexible plan. The plan provides:
- Paid Time Off (PTO) for full-time employees is based on the years of service leave credit schedule as follows:
1-3 years 120 hours 240 hours
4-7 years 160 hours 320 hours
8+ years 200 hours 400 hours PTO includes paid time off for all purposes (excluding holidays). For employees working 32 hours per week, the PTO accrual is pro-rated.
- 13.5 Paid Observed Holidays per calendar year.
- $2,000 Monthly Cafeteria Health Allowance for medical, dental and vision. The City's health plans are for eligible employees and their qualifying dependent(s).
- For all Members excluding Executives City paid life insurance coverage in the amount of $150,000.
- For Executives City paid life insurance 1.5 times annual earnings up to a max of $300,000.
- Short and Long-Term Disability Plans through Lincoln Financial Group.
- Voluntary supplemental products for critical illness, long and short- term disability and life insurance are also available.
- Voluntary Deferred 457 Compensation Plan -MissionSquare Retirement.
- In lieu of Social Security, the City implemented a Defined Contribution Plan thorough MissionSquare Retirement. The City contributes 7% of Full-Time employee's gross salary and 7.5% of Part-Time employee's gross salary towards the MissionSquare Retirement Plan and the employee is vesting at time of hire. Employee may also contribute zero (0) or up to twenty percent (20%). Employee contribution election is irrevocable.
- 9/80 workweek schedule with every other Friday as a Flex Day Off. Schedule will be determined by the hiring manager.

- Tuition Reimbursement $2,500 per year.
- Bereavement Leave - Five Paid Days.
- Sick Time - Full Time Employees (45 Hours annually) Part Time Employees (40 Hours annually). Allotted paid sick leave is not payable upon separation from employment, regardless of the reason for separation.
