DEPUTY CHIEF RISK, CORPORATE SAFETY AND ASSET MANAGEMENT (RISK MANAGEMENT)

Description

Works closely with the Chief Risk, Corporate Safety, and Asset Management Officer to develop and implement Metro's Risk Management, Safety Management, and Asset Management programs to manage enterprise risks with a balanced approach to risk insurance and financing; and to mitigate hazards, injuries, and accidents by ensuring compliance with federal, state and local safety regulations.

Examples Of Duties

Supports the Chief Risk, Corporate Safety, and Asset Management Officer in the establishment and development of policies, procedures, goals, performance measures, and strategies for Risk, Safety, and Asset Management

Leads the overall development, implementation, and administration of Metro's transit safety functions and compliance activities including Construction Safety, Transit Operations Safety programs, Occupational Health and Safety programs, agency safety plans, and programs mandated by state and federal laws

Directs Metro's Risk Management functions, including General Liability, Workers' Compensation, Excess Liability, and Builders Risk; operates Metro's insurance company PTSC-MTA (Public Transportation Services Corporation-Metropolitan Transportation Authority) Risk Management Authority (PRMA) efficiently and effectively, maintaining compliance with the California Labor Code where applicable

Leads the development, implementation, administration, and review of all aspects of Metro's asset management objectives and initiatives; improves the quality of Metro information regarding its asset inventory and improves the prioritization of SGR (state of good repair) investments

Directs the establishment and implementation of long-range Safety, Continuity of Operations, Risk Management, Asset Management and Management Audit Services' goals, financial strategies, budget, plans, and priorities, and establishes department standards of performance

Partners with the Chief Risk, Corporate Safety, and Asset Management Officer to ensure that department program and plans are in compliance with applicable risk, safety and asset management laws, rules, codes and regulations; resources are effectively managed; and corrective actions are implemented in a timely manner to ensure compliance

Assesses and mitigates agency risks related to Metro's reputation, property, employees, emergencies, disruption, and third-party bodily injury and property damage

Advises and makes recommendations to the Chief Risk, Corporate Safety, and Asset Management Officer, CEO (Chief Executive Officer), and Board of Directors on safety and related environmental issues; provides recommendation on issues

Directs the development of programs for insurance underwriters to provide coverage for Metro's loss exposure and establishes insurance and indemnity requirements for all construction projects, agreements, MOUs (Memorandums of Understanding) to control and manage risk exposure

Contributes to the direction on comprehensive transportation safety design reviews to identify and mitigate hazards in facilities, systems, and equipment design and implementation

Contributes to the direction on external and internal audit functions to ensure completion in accordance with established policies and procedures, and completion of mandated audits

Coordinates with intra-agency departments to ensure that safety, risk management, and asset management programs are effectively developed and implemented

Prepares and presents written and oral reports to executive management, the Board of Directors, outside agencies, and the public

Represents Metro on safety, continuity of operations, risk management, and audit issues at meetings, conferences, and public events

Provides guidance, coaching, mentoring, training, oversight for development of staff, and consulting services to internal Metro departments on safety, insurance, and indemnity matters

Advocates Metro's safety vision; approves and adopts the agency's safety rules, policies, and procedures; communicates safety expectations; and maintains accountability for the safety performance of the entire agency

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one-year basis. A typical combination includes:

Education

• Bachelor's Degree in Safety, Public Administration, Engineering, Business, Accounting, in a related field; Master's Degree in a related field preferred

Experience

• Five years of relevant executive management-level experience administering programs and plans in the areas of safety, risk management, and/or asset management for a public agency

Certifications/Licenses/Special Requirements

• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job- related essential functions
• Must have a Transit Safety and Security Program (TSSP) Certificate from the Transportation Safety Institute (TSI) within two years of hire
• Licensed Risk Manager preferred

Essential Knowledge

• Theories, principles, and practices of risk management, loss control, risk finance, litigated and non-litigated claim handling, budgeted, accounting and financial management principles
• Theories, principles, and practices of asset management, budgeting, financial, operational, audit methodology, and ethics
• Applicable local, state, and federal laws, rules, and regulations for risk, safety and asset management, including FTA (Federal Transit Administration) regulations for Safety and Asset Management, ADA (Americans with Disabilities Act), EEO (Equal Employment Opportunity) provisions, procurement rules, etc.
• California state law regarding the labor code as it relates to Workers' Compensation, tort, CalOSHA (California Occupational Safety and Health Administration), FEHA (Fair Employment and Housing Act), and CPUC (California Public Utilities Commission)
• Principles of finance, public budgeting, and insurance company operations
• Modern leadership and management practices
