Journeyman Electrician

Purpose of Classification:
The purpose of this classification is to perform journeyman-level installation, maintenance, and repair of City-owned electrical assets, such as traffic signals, electrical services and distribution systems, branch circuit wiring, emergency backup systems, fire alarm systems, access control systems, tornado sirens, garage doors and motorized gates, pool equipment, HVAC systems, lighting, electrical conduit, and information technology and telecommunication systems.
This position is part of a collective bargaining unit, the Perrysburg Municipal Employees Association(PMEA). The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Essential Functions:
Leads and coordinates daily work activities of assigned co-workers: confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers; assists with complex/problem situations and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment.
Receives regular and emergency requests and work orders related to installation, maintenance, and repair of building utility power, electrical systems, and related equipment: expedites emergency repairs in cases of damage and loss of utility power; and installs, repairs, and replaces electrical conductors, protective overcurrent devices, motors, switches, disconnect switches, lighting systems, traffic signals, electrical services and distribution systems, branch circuit wiring, emergency backup systems, fire alarm systems, access control systems, tornado sirens, garage doors and motorized gates, pool equipment, HVAC systems, information technology and telecommunication systems, cameras, receptacles, transformers, electric vehicle charging stations, traffic signals, point of sale equipment, and other electrical equipment.
Locates electrical malfunctions: utilizes standard methods as required by the National Electrical Code (NEC) and associated safety rules and regulations; troubleshoots problems with incoming utility power, interior and exterior electrical service panels, and electrical transformers; performs appropriate testing utilizing multi-meters, circuit tracers, and related testing equipment; identifies and schedules needed repairs; repairs and replaces wiring, electrical devices, equipment, and components; disassembles and assembles equipment; and determines need for contracted repair work.
Coordinates preventative maintenance for electrical systems and equipment: identifies and recommends preventative maintenance opportunities; determines appropriate scheduling; performs inspections of equipment at specified intervals; confirms proper operating voltages and proper operation of emergency backup transfer devices; updates software and firmware; tests and replaces batteries; and maintains fuel stores for backup systems.
Determines materials needed to complete projects: provides cost projections as requested; identifies and gathers equipment, tools, parts, and supplies; monitors inventory levels; and orders new or replacement materials as required.
Participates in project planning and implementation for new installations, special projects, and events: identifies and recommends new equipment to improve service delivery; determines installation strategies and timelines; recommends installation options and equipment selection; attends meetings and on-site reviews; advises project leaders regarding labor, materials, costing, timelines, etc.; reviews design plans and blueprints for accuracy; provides technical advice, information, and assistance; drafts initial designs for additions and renovations; completes assigned tasks; and provides updates to project leaders, as requested or required.
Coordinates contracted electrical work: obtains quotes; coordinates scheduling and service delivery; and monitors and inspects in-progress and completed work to assess progress, provide guidance, receive feedback, and ensure compliance with established specifications, contracts, and standards of quality and safety.
Assists with other maintenance activities in support of City operations as assigned: assists with routine plumbing, carpentry, drywall, HVAC, painting, and roofing projects; moves and hauls equipment; assembles office furniture; installs, removes, and repairs doors, locks, and hardware; assists with grounds maintenance, tree trimming and removal, irrigation system maintenance and repair, snow and ice removal, mosquito control, brush, leaf, and refuse collection, and street maintenance activities; hangs and removes flags, banners, and seasonal decorations; and other maintenance activities, as assigned.
Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals: monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations; coordinates setup of work safety zones to maintain safety and traffic control at work sites; monitors conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe conditions; and reports any incidents, accidents, problems, or unusual situations.
Receives and responds to requests for information, complaints, and concerns from the public, City employees, and others; responds to routine questions, complaints, or service requests; resolves problems and concerns; and prepares and submits related records and reports as required.
Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures for electrical installation, maintenance, and repair: maintains an awareness of new equipment, procedures, trends and advances in the profession; maintains professional certifications; and participates in continuing education and in-service training activities.
Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards, or retains, as appropriate, various forms, reports, correspondence, invoices, timesheets, work orders, OUPS tickets, maintenance schedules, system reports, maintenance logs, blueprints, manuals, EPA records, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with supervisor, other City employees, contractors, the public, outside organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, receive/give advice and direction, or resolve problems.
Operates a variety of equipment and tools as necessary to complete essential functions: operates a motor vehicle, bucket truck, power tools, traffic signals, electrical systems, front-end loader, dingo, skid steer, forklift, commercial mowers, saws, stump grinder, tractors, dump trucks, refuse trucks, snow plow, various hand tools, and other equipment and tools; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, Internet, e‑mail, or other software; and operates general office or other equipment.
Additional Functions:
Performs other related duties as required.
Minimum Qualifications:
High school diploma or GED required, with vocational or technical training in electrical; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific Licenses or Certifications Required:
- 1) Must possess and maintain a valid Journeyman Electrician license.
- 2) Possession of a valid Class B Commercial Driver License (CDL) with airbrake endorsement preferred, or the ability to obtain and maintain such license within six (6) months of appointment, as a condition of continued employment. (The City will provide CDL training, if needed.)
