Engineering Technician I

Description This position is responsible for the performance of a variety of engineering duties requiring the application of advanced survey procedures and the use of equipment, instruments, and tools of the engineering technician trade. Approves and tests work done by contractors. Work is performed under the general supervision of a professional engineer. Full Job Description: Engineering Technician I Essential Functions The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Performs surveying duties that include setting control, preliminary surveying, construction staking and to verify accuracy and installation. Performs computer-aided designs that shall include laying out proposed horizontal and vertical alignment, existing and proposed cross-section and details required to create a finished plan to State Aid and County standards. Performs inspection duties in bituminous and concrete plants, grading, aggregate base, bituminous and concrete. Performs bridge inspections on county, city and township bridges. Enters inspection information into software program to be submitted to the MnDOT Bridge Office. Updates and enters new county sign and culvert inventory into GIS programs and maps. Performs laboratory testing on samples of materials to ensure compliance with specifications. Receives, reviews, prepares and maintains records and reports: production reports, pay vouchers, lab reports, contractor wage reports, hydraulic reports, bridge plans, daily construction diary, weekly construction reports, daily plant reports and spot check reports. Develops plans, profiles, cross-sections, engineer estimates, bid proposals, and engineering specifications. Maintains extensive knowledge and skill associated with CADD and civil design software. Calculates earthwork volumes and other quantities necessary for bid proposals. Calculates drainage structure elevations and other elevations for proper drainage. Coordinates project development activities with environmental agencies and utility companies as needed or required. Completes necessary project forms and acquires necessary work permits. Responsible for the supervision of multiple construction projects including large complex projects. Oversees construction inspections such as aggregate gradations, scale operations, asphalt temperature and oil content, moisture and density tests. Reviews test results for quality assurance. Supervises and assigns work activities to part-time help. Applies project specifications and established policies and procedures to complicated construction situations. Resolves daily construction problems and issues. Performs preliminary surveys by gathering topographical data, location reference points, section corners, Lot corners, etc. Acts as crew chief for various types of surveys and supervises the daily work of the crew. Reviews work of lower level highway technicians and part-time help. Maintains accurate section corner data, bench mark data, and data related to County GPS monuments. Responsible for collection and maintenance of County GIS data. Follows up on project related complaints and/or issues that are brought forth by public. Facilitates solutions to problems and complaints whenever possible, feasible and/or practical. Directs complaints pertaining to sensitive or complicated issues to the County Engineer. Provides public with routine information regarding Highway Department activities. Coordinates project scheduling with prime contractors, sub-contractors and utility companies. Assists the County Engineer in resolving construction issues related to claims, change orders, contract administration, issues, etc. Proofs plans and corrects errors. Sets grade line, determines horizontal alignment, prepares right-of-way needs, and identifies potential impacts. Performs computer software updates. Corresponds with landowners, other departments, contractors and County Board when the Engineer is not available. Assists the County Engineer with developing a 5-year construction plan and budget. Minimum Qualifications EDUCATION: Associate Degree in Civil Engineering and 3 years of road construction and maintenance experience; or any combination of education and experience that provides equivalent knowledge, skills and abilities required.
