We are collaborative stewards with the Chicago Housing Authority, not vendors. We manage each property as if it were our own, and we measure our success by the stability, dignity, and wellbeing of the 984 senior households in our care across five CHA communities on Chicago’s South Side.
About the Role
The Senior Property Manager provides leadership and oversight across multiple assigned CHA communities managed by 5TMSP. This is a multi-site management role with direct accountability for operational performance, CHA regulatory compliance, financial results, and the quality of the living experience for every resident across assigned properties.
The Senior Property Manager supervises Property Managers and site teams, serves as the primary point of contact for CHA on operational matters, and translates 5TMSP’s Owner-Operator Mindset into consistent, measurable results at the site level. This role requires someone who leads from the front, holds their team to a high standard, and is deeply committed to the residents they serve.
This position is office-based with regular travel between assigned CHA properties. After-hours and weekend availability is required for multi-site emergency escalation duties.
Key Responsibilities
Multi-Site Leadership
- Provide direct oversight and accountability to Property Managers across assigned CHA communities, with weekly site visits at minimum and additional presence at underperforming sites.
- Hold Property Managers accountable for full ownership of site-level performance, including occupancy, rent collection, compliance, and maintenance results.
- Use CHA scorecards and property performance data to drive decisions and corrective actions.
- Onboard new team members and properties to 5TMSP-standard operations during transitions, protecting continuity across the portfolio.
Compliance and Regulatory Stewardship
- Ensure all assigned properties meet CHA, HUD, LIHTC (where applicable), ACOP, Fair Housing, NSPIRE, HOTMA, and 5TMSP internal policy requirements with minimal findings.
- Maintain file audit accuracy of 98% or higher and on-time tenant re-examinations of 98% or higher across every site.
- Manage regulatory change across the portfolio, absorbing HOTMA, NSPIRE, MTW, and Fair Housing updates into operations and training before CHA enforcement dates.
- Coordinate with the Compliance Officer and Compliance Specialists on file audits, inspection readiness, and corrective action plans.
- Ensure required licenses and certifications for Property Managers and site staff remain current.
Financial Performance
- Maintain rent collection at 98% or higher across all assigned sites, with delinquency trends monitored and enforcement actions coordinated consistently.
- Support site budget development and monitor variances, escalating risks to the Regional Portfolio Manager appropriately.
- Ensure financial performance across assigned communities meets approved budgets within 5% variance.
- Oversee vendor contracts, procurement documentation, and resource allocation to meet CHA operational targets.
Property Operations and Maintenance
- Ensure emergency work orders are completed within 24 hours, urgent within 48 hours, and routine work orders within CHA-required timelines (5 days for senior properties, 10 days for family properties).
- Conduct quarterly compliance walkthroughs across all assigned properties, with findings documented and corrective actions tracked to closure.
- Ensure unit turns are completed within 30 days of vacancy and meet CHA inspection standards; vacant unit trash-outs completed within 72 hours.
- Oversee preventive maintenance programs and coordinate capital projects with minimal disruption to residents.
Resident Relations and Community Experience
- Ensure resident complaints, grievances, and escalations are addressed promptly, fairly, and in compliance with CHA requirements.
- Maintain consistent, respectful, and transparent communication with residents across all assigned properties.
- Partner with CHA Resident Services and FamilyWorks to support resident stability, lease compliance, and eviction prevention.
- Coordinate wellness checks and CHA-mandated outreach for vulnerable residents during weather events, health emergencies, and community crises.
- Ensure CHA Language Access Plan requirements are consistently met across every assigned property.
Reporting and Performance Monitoring
- Deliver accurate weekly performance dashboards and site updates reflecting occupancy of 96% or higher (targeting 98%), rent collection of 98% or higher, file audit accuracy of 98% or higher, and work order completion timelines.
- Submit all CHA-required reports and dashboards accurately and on time.
- Support CHA inspections, audits, and site visits with accurate documentation and preparation.
Talent Development and Team Leadership
- Directly supervise Property Managers with documented weekly one-on-ones, monthly performance reviews, and quarterly development conversations.
- Coach Property Managers toward increasing independence, capability, and confidence in managing CHA properties.
- Identify high-potential team members and support them through development conversations.
- Maintain a succession bench chart for every Property Manager role across the assigned communities, reviewed at least semi-annually.
- Conduct performance evaluations aligned to 5TMSP standards, PerformYard cadence, and CHA expectations.
Qualifications
Required
- Minimum five years of property management experience, with CHA or public housing experience required.
- Minimum two years of multi-site or senior property management experience.
- Bachelor’s degree or equivalent experience.
- Rental Integrity Monitoring (RIM) Certification required, or ability to obtain within six months of hire.
- Certified Occupancy Specialist (COS) required for any assignment that includes CHA public housing operations.
- LIHTC certification (SHCM, HCCP, TCS, or C3P) required for assignments that include tax-credit-layered properties.
- Current Illinois Leasing License.
- Strong working knowledge of CHA, HUD, LIHTC, ACOP, Fair Housing, NSPIRE, HOTMA, and public housing regulations, including CHA’s Moving to Work (MTW) framework.
- Proficiency in Yardi Voyager, PerformYard, and Microsoft Office Suite.
- Valid driver’s license and ability to travel regularly between assigned CHA properties.
- Availability to respond after hours and on weekends as required by multi-site emergency escalation duties.
Preferred
- ARM®, CPMC®, Nan McKay PHM, or NAHMA Certified Professional of Occupancy (CPO) designation.
- Experience leading inspection recovery or property stabilization efforts.
- Bilingual capability in Spanish preferred.
