Program Analyst I Millington, Tennessee | Full-Time Contract Position Opportunity Contingent Upon Contract Award Position Overview Coastal Management Solutions is seeking a Program Analyst I to provide senior-level analytical support for Navy personnel management programs, enterprise records systems, and strategic operational initiatives. This position serves as a lead analyst responsible for complex program analysis, stakeholder coordination, business process transformation, policy implementation, and enterprise system support. The successful candidate will provide subject matter expertise to government leadership while supporting mission-critical personnel and records management programs. Responsibilities Strategic Program Analysis Lead complex business process analyses and operational improvement initiatives. Evaluate current and future-state processes and develop recommendations for organizational improvements. Analyze program performance, trends, risks, and operational impacts. Provide strategic recommendations to government leadership and stakeholders. Program Management & Policy Support Lead development and maintenance of SOPs, business rules, CONOPS, and policy documentation. Support project planning, issue resolution, risk management, and program reporting activities. Facilitate requirements gathering, stakeholder engagement, and process mapping efforts. Support implementation of program enhancements and operational changes. Systems & Enterprise Support Lead system testing, requirements validation, and functional regression testing activities. Analyze enterprise personnel system data and operational metrics. Support Salesforce, reporting platforms, and enterprise applications. Serve as a functional subject matter expert during system modernization efforts and Agile development activities. Leadership & Stakeholder Coordination Coordinate with Navy commands, program managers, senior stakeholders, and external organizations. Mentor junior analysts and provide technical guidance to project teams. Develop executive briefings, presentations, reports, and strategic recommendations. Represent program interests during meetings, working groups, and planning sessions. Required Qualifications Bachelor’s degree in Business Administration, Public Administration, Information Systems, Management, or a related field. Five (5) or more years of experience in program analysis, policy analysis, business process improvement, records management, systems analysis, or related disciplines. Demonstrated experience leading process improvement initiatives and stakeholder engagements. Experience developing policy documentation, SOPs, business rules, and operational procedures. Strong analytical, project management, and leadership skills. Excellent written and verbal communication skills. Active Secret Clearance or ability to obtain one Preferred Qualifications Experience supporting Navy personnel programs, enterprise records systems, or Department of Defense organizations.
