Overview Job Title: Program Manager Location: Honolulu, HI *This is a part time position with the potential to go full time* Anticipated Weekly Hours: 25 hours per week The Program Manager is responsible for planning, coordinating, and supporting telecommunications and technology infrastructure projects supporting the Department of Defense (DoD), DISA, and other federal customers throughout Hawaii. This part-time position manages projects involving inside plant (ISP) and outside plant (OSP) fiber optic infrastructure, structured cabling, telecommunications, network infrastructure, audiovisual (AV)/VTC systems, equipment installation, and related low-voltage and technology infrastructure from planning and site survey through installation, testing, customer acceptance, and project closeout. The Program Manager works closely with government personnel, engineers, technicians, subcontractors, vendors, and internal stakeholders to coordinate project activities, track schedules and deliverables, resolve issues, and help ensure projects are completed within scope and in accordance with contractual, technical, security, and customer requirements. Key Responsibilities: • Manage and support multiple DISA, DoD, and federal telecommunications and technology infrastructure projects from initiation through completion. • Develop and maintain project schedules, milestones, budgets, action-item trackers, risk registers, procurement status, and deliverable schedules. • Coordinate ISP and OSP fiber, structured cabling, telecommunications, network infrastructure, AV/VTC, equipment installation, and related low-voltage and technology infrastructure activities. • Serve as a primary coordination point between government customers, technical teams, subcontractors, vendors, and company leadership. • Coordinate site surveys, design reviews, installation activities, testing, inspections, cutovers, customer acceptance, and project closeout. • Coordinate work within secure and mission-critical DoD environments, including facility access, escorts, maintenance windows, outages, change-control requirements, and other operational constraints.• Review Statements of Work (SOWs), Performance Work Statements (PWSs), task orders, drawings, specifications, cable schedules, bills of materials, technical requirements, subcontractor proposals, and related project documentation. • Monitor project scope and identify schedule impacts, risks, technical issues, dependencies, procurement concerns, and potential cost impacts requiring resolution or escalation. • Coordinate equipment and material procurement and track long-lead items that may affect project schedules. • Manage subcontractor and vendor coordination and monitor performance against project requirements, schedules, approved designs, and customer expectations. • Coordinate fiber optic installation, splicing, termination, labeling, testing, and certification activities and review associated test documentation as required. • Coordinate structured cabling installation, cable pathways, racks, cabinets, patch panels, terminations, labeling, testing, and related telecommunications infrastructure. • Coordinate telecommunications and technology work with electrical, facilities, construction, furniture, and other project activities as required. • Coordinate planned outages, system cutovers, installation windows, migrations, and other activities affecting operational communications infrastructure. • Maintain project documentation including meeting minutes, status reports, action-item logs, risk logs, punch lists, redlines, as-built documentation, test results, equipment inventories, and closeout packages. • Prepare and support Requests for Information (RFIs), project correspondence, subcontractor coordination, status updates, customer communications, and other project documentation. • Lead or participate in project kickoff meetings, recurring status meetings, technical coordination meetings, subcontractor meetings, and government customer briefings. • Provide concise program and project reporting addressing accomplishments, upcoming milestones, schedule, budget, risks, issues, dependencies, procurement status, and required customer decisions. • Track subcontractor deliverables, material status, field activities, testing requirements, customer actions, and project milestones through completion. • Assist with subcontract administration, including scope coordination, authorizations to proceed, subcontract documentation, invoices, change requests, and supporting project records. • Support project estimating, technical planning, proposal development, staffing plans, subcontractor sourcing, and development of project execution strategies as required. • Support project closeout activities, including final inspections, punch-list resolution, testing documentation, as-built records, warranties, customer acceptance documentation, and other required deliverables. Requirements Minimum Qualifications: • Bachelor's degree in Project Management, Business Administration, Construction Management, Engineering, Information Technology, Telecommunications, or a related field. • Minimum of 15 years of relevant project management, project coordination, telecommunications, construction, or infrastructure experience. • Experience with fiber optic infrastructure, structured cabling, telecommunications, network infrastructure, or low-voltage projects • Experience managing or coordinating multiple projects and schedules in a fast-paced environment. • Familiarity with inside plant (ISP) and outside plant (OSP) telecommunications infrastructure. • Familiarity with fiber splicing, termination, testing, certification, cable pathways, telecommunications rooms, and structured cabling systems. • Experience working with subcontractors, vendors, construction trades, and technical field personnel. • Experience with federal contract requirements, PWS/SOW documentation, RFIs, submittals, change management, and project closeout documentation. • Ability to review and understand scopes of work, technical requirements, drawings, project schedules, proposals, and subcontractor documentation. • Strong organizational, communication, documentation, and problem-solving skills. • Ability to work independently, manage competing priorities, and follow project issues through resolution. • Proficiency with Microsoft Office applications, including Excel, Word, Outlook, and PowerPoint. Preferred Qualifications • Project Management Professional (PMP) certification. • Experience supporting Department of Defense (DoD), DISA, or other federal government programs. • Familiarity with facilities, construction, or infrastructure projects. • Experience using Microsoft Project and AutoCAD.
