Salary Range: $93,600 - $114,400

BlackSea is seeking an experienced individual to coordinate a portfolio of USV engineering programs.

List of responsibilities include (but are not limited to):

• • Maintaining a centralized view of active, pending, planned, and completed USV engineering efforts. Key information to be obtained and updated includes technical objectives, key personnel, project priority, funding and authorization status, requested and required completion dates, milestones, resource needs and timing, dependencies on other projects or activities, major risks, issues, decisions and action items, procurement or long-lead concerns, integration/test requirements, current status, and next actions.
• • Developing and administering an engineering project-intake/readiness process to determine whether sufficient information exists for leadership to allocate resources.
• • Actively identifying and maintaining visibility of dependencies, resource conflicts, funding or authorization constraints, external milestones, decisions awaiting leadership, overdue actions, and schedule threats, and driving follow-up and escalation actions as needed.
• • Preparing the information the Chief Engineer needs to perform portfolio reviews, project prioritization, resource-allocation discussions, engineering staff meetings, management reviews, program reviews, decisions regarding project starts/stops, identification of resource constraints, and identification of projects requiring Chief Engineer attention.
• • Developing and maintaining concise portfolio reporting covering portfolio depth, priorities, and status, execution status, resource demand and status, and dependencies.
• • Routinely interacting with engineers, resource/functional managers, supply chain/procurement, manufacturing, and customers and vendors when appropriate.
• • Developing and driving process improvements for project-intake templates, status definitions, resource-request processes, portfolio-review cadence, dependency tracking, standardized project metadata, reporting/dashboard automation, project closeout, lessons learned, and workflows between Program Management and Engineering.

Requirements:

Required Skills/Education

• Bachelor's degree in engineering, engineering technology, business, project/program management, operations, supply chain, or a related field; or equivalent combination of education and relevant experience.
• 5+ years of relevant experience that includes a combination of program/project coordination, engineering operations, product development, engineering project support, aerospace/defense, marine systems, complex hardware development, manufacturing, new product introduction, and government technical programs.
• Exceptional organizational skills.
• Ability to simultaneously maintain visibility across a large number of projects.
• Strong written and verbal communication.
• Ability to work effectively with engineers and technical leadership.
• Ability to understand and document dependencies among complex activities.
• Strong attention to detail and data accuracy.
• Ability to identify missing information and aggressively follow through to obtain it.
• Ability to recognize schedule, resource and coordination risks and escalate them appropriately.
• Strong spreadsheet and data-management skills.
• Experience developing concise status reports and management dashboards.
• Strong skills in Microsoft Excel, PowerPoint, Microsoft Teams, SharePoint, and Outlook.
• Ability to work independently and establish structure in situations where information is incomplete or changing.

Desired Skills/Education (but not required to be considered for hire)

• Experience supporting multidisciplinary engineering teams.
• Familiarity with mechanical, electrical, software, controls, or systems-engineering terminology.
• Experience working with complex hardware or electromechanical systems.
• Familiarity with product development and engineering-change processes.
• Familiarity with configuration management, BOMs, drawings, requirements, technical reviews, test activities, and engineering releases.
• Experience in marine, autonomous systems, robotics, aerospace, defense, vehicles, or similar complex-product environments.
• Software tools including Power BI, Microsoft Project or similar scheduling tool, PLM/PDM or configuration-management systems, and Resource-planning tools.
