EDUCATIONAL AID/TECHNICIAN (CHILD AND YOUTH PROGRAM ASSISTANT)

Overview This position is located at the Child Development Center, Naval Base Guam (NBG). The mission of Joint Region Marianas (JRM) Quality of Life (QOL) Programs (J9) is to provide the highest quality programs and services to the military community through self‑sustainment across all QOL programs. Responsibilities The purpose of the Child and Youth (CY) Program Assistant is to provide appropriate developmental care and instruction for children and youth ranging in age from 6 weeks to 18 years in one or more CY programs. The incumbent works under the direction of the supervisor or another qualified higher graded employee, who provides guidance on scope of assignments and assistance on more complex, non‑routine problems. Work is reviewed in terms of results achieved and adherence to established standards and procedures. Routine day‑to‑day assignments are normally performed independently with technical assistance available from the supervisor when required. Routine assignments are spot‑checked; the more technical assignments are closely reviewed for adherence to policies, procedures, and instructions. Performs other related duties as assigned. A complete list of duties and responsibilities will be provided at the time of hire. Requirements Position is subject to special inoculation and immunization requirements for working with children. Employee must obtain appropriate immunization against communicable diseases, including the influenza vaccine, as recommended by the Advisory Committee on Immunization Practices (ACIP). Test Designated Position: In accordance with the Department of the Navy Test Designated Position listing issued 7 October 2003, this position is subject to both pre‑employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may result in removal from this position. Must obtain appropriate credentials as required. Must pass a pre‑employment physical, provide evidence of immunization and be free from communicable disease. Must satisfactorily complete all background checks in accordance with PL 101‑647 to include National Agency Check with Written Inquiries (NACI). Must complete required training certificates and maintain certifications or credentials required by federal, state, or national accreditation institutions utilized as part of DOD’s Child and Youth Programs. Qualifications In order to qualify for this position, resumes must include information that demonstrates experience, knowledge, skills, and abilities (KSAs) as they relate to this position. If relying on education to meet qualification requirements, education must be accredited by an institution recognized by the U.S. Department of Education. Proof of education, credentials, certification, training, and/or module completion must be submitted at the time of resume submission. Entry‑level requirements: At least 18 years of age with a high school diploma or equivalent. Intermediate‑level requirements: At least 18 years of age with a high school diploma or equivalent; six (6) months of experience working with children or youth in a child or youth setting; completion of Navy Entry Level training requirements (Army, Air Force, Marine equivalent accepted). Target‑level requirements: At least 18 years of age with a high school diploma or equivalent; one year of experience working with children and youth and completion of DOD standardized training courses; or a Child Development Associate (CDA) credential or Military School‑Age (MSA) credential with one year of experience; or a 2‑year degree in Early Childhood Education (ECE), Child Development or related field, with one year of experience. The work requires considerable walking, standing, bending, stooping, and lifting up to 40 pounds. Activities may require the incumbent to drive an automobile, including a government vehicle while transporting children.
