Job Title: Finance & Human Resources Director Physical Requirements: Prolonged periods of sitting at a desk or working at a computer. Must be able to lift up to 15 pounds at a time.Location: Granite Falls, MN Travel Required: Minimal travel requiredEducation: HS Diploma with Advanced Degree (AA / BA) in Accounting, Business Administration, or similar field. Advanced Certification in Human Resources, Management by SHRM, or willingness to get certification. Prior payroll and benefits management experience preferred.Position Type: Full Time / Salaried

Role and Responsibilities:The Finance & HR Director is responsible for tracking and recording all financial transactions of Pioneer PBS, in accordance with generally accepted accounting principles, and the Accounting Policies and Procedures Manual developed and approved by the Board of Directors. HR responsibilities are developing, implementing, and evaluating ongoing HR policies and programs, including compensation and benefits, ensuring the organization is in full compliance with applicable laws and regulations, employee recruitment and training and stewarding the company culture programs. In addition, this position works closely with the President/General Manager in leading the organization and strategizing future growth for Pioneer PBS and with outside organizations providing services related to Finance and HR such as NETA or independent contractors.

Functional Responsibilities include, but are not limited to:

Finance (60% of position)

  • Recording all financial transactions in the approved software, including accounts payable, accounts receivable, general ledger adjustments, cash receipts, cash disbursements, and all payroll-related transactions
  • Reconciling all bank statements
  • Monitoring cash flow and investments of excess funds
  • Grant reporting, as required by the applicable agency.
  • Invoicing for all tower leases, underwriting contracts, and other account receivables.
  • Recording all Appleton Tower LLC transactions, and providing reports as needed
  • Maintaining petty cash records
  • Oversee monthly credit card payment, receipt gathering and coding.
  • Oversee semi-monthly payroll
  • Provide leadership in the budget planning process for the upcoming fiscal year.
  • Provide budget reports and financial statements to management team and the Board of Directors
  • Serve as Pioneer's point of contact for the audit and provide documentation and assistance to the auditors.
  • Meet deadlines for filing tax returns; grant reports; grant reimbursements; and other required reporting.
  • Work with NETA on Daily Deposits, Invoice coding and monthly on General Ledger reconciliation.

Human Resources (40% of position)

  • Maintain confidential employee files.
  • Serve as the Human Resource Director, acting as liaison between the staff, management, and Board, regarding all policies, benefits and corporate culture activities and training needs.
  • Manage payroll and benefits for all employees, including acting as liaison between insurance brokers, and benefit and retirement plans. Develops, implements, and controls programs in a manner that ensures cost effectiveness, market competitiveness and internal equity among employees.
  • Handles all postings, recruitment, and selection, in conjunction with other organization leaders, including promotions, affirmative action/EEO compliance, job classifications, employee orientation and employee relations.
  • Conducts annual review of benefits, s, performance evaluations, market compensation and the Employee Policy Handbook, including Employee Policy Manual.
  • Manages the “Fun Committee” and its activities, develops, and implements reward and recognition programs for employees, stimulates healthy relationships between departments and employees.
  • Implements training for all employees including monthly Lunch and Learn activities, annual Harassment training, coordinated training programs, individualized training when approved.
  • Monitors attendance in general, leaves (FMLA, Maternity etc.) and timesheet accuracy.
  • Supports other leaders with discipline and termination of employees in accordance with Pioneer PBS policies.
  • Develops, prepares, generates, or analyzes ongoing and ad-hoc special reports pertaining to employees, grant involvement, staffing, turnover, absenteeism, applicant tracking, compensation, promotions, etc.
  • Attend training as needed and remain up to date on employment law.
  • Maintain HR certification and routinely update knowledge about all employment laws and trends that can impact the organization. Interpret appropriate laws and policies and advise management, employees, and retirees accordingly.
  • Work with NETA on all benefits, onboarding of staff including the updating of full Personnel Handbooks.

Leadership (shared responsibility)

  • Work with management team and all staff to insure smooth operation of the station in all areas.
  • Assists all leaders in developing a positive corporate culture that strives to be an “Employer of Choice.”
  • Provides leadership in the budget and strategic planning process for the upcoming fiscal year by assisting the President/General Manager as needed.
  • Serves as a leader on the Management Team to insure smooth operation and employee retention within all departments. Behaves as a role model for other employees in the organization.
  • Performs other related duties as assigned.

Qualifications and Education Requirements

The Finance & HR Director will have a high school diploma, and advanced training in financial management, such as accounting, business administration; or a demonstrated understanding of sound financial practices and generally accepted accounting principles as well as an advanced certification in human resources from the Society of Human Resources; or a demonstrated understanding of sound employee practices and positive corporate culture programs. The HR Director will also participate in local and/or state HR organizations to increase knowledge, networking, and visibility of Pioneer PBS.

Preferred SkillsAdvanced Excel spreadsheet capability; effective communication skills; ability to coordinate and meet multiple deadlines; desire to learn software; strong organizational skills. Strong supervisory and leadership skills. Excellent verbal and written communication skills. Excellent interpersonal and relationship building skills. Thorough understanding of state and federal employment laws. Excellent time management skills with a proven ability to meet deadlines. Strong analytical and problem-solving skills. Ability to prioritize tasks and to delegate when appropriate. Proficient with Microsoft Office Suite or other organization software as needed to do the work.
