POSITION SUMMARY The Accountant works onsite to provide financial management services that include the day-to-day management of vendors, contracts, credit cards, and accounts payable, assist payroll entry, and various general ledger account reconciliations. Recommends, develops, designs, implements, and maintains upgrades and improvements to procedures and systems as assigned. Supports the Finance team in department-related administrative tasks. This position works a hybrid schedule, with three days required on-site. This position is exclusively represented and is covered by a collective bargaining agreement between OMCA and the OMCA Workers United, AFSCME Local 4510 (AFL-CIO). POSITION DUTIES AND RESPONSIBILITIES General Accounting Responsibilities Review and manage accounts payables. Research payment processing issues. Liaison between staff, vendors and invoice processing system. Correct coding or perform research when there are expense discrepancies versus the budget. Establish vendors in the payment system, obtaining W-9s and confirming bank account information via voice phone call. Prepare and maintain independent contractor and 1099 reporting records. Prepare and file the quarterly vendor reporting required by the State of California. Examine payment support documents to establish proper authorization and conformity with agreements, contracts, federal and state regulations and OMCA policy. Import transactions from sub ledgers to general ledger. Keep current with IRS and other regulations regarding payments and reimbursements.Establish and administer vendor credit lines. Administer corporate credit card program and policies, including issuing cards and resolving fraudulent transactions. Import transactions into the general ledger. Process bank deposits, wire, and ACH receipts and prepare associated journal entries. Research unknown deposits and prepare associated journal entries when resolved. Prepare correcting journal entries as assigned. Prepare general and accrual journal entries (including but not limited to City of Oakland revenues, garage, and café revenues, postage allocations), resolve discrepancies, respond to review notes, and prepare correcting journal entries Perform and document monthly balance sheet reconciliations, including suspense accounts, some bank accounts, Accounts Payable-related accounts, petty cash, and other accounts as directed Assist with completion of schedules requested by auditors for financial audits and tax return preparation, as assigned. Respond directly to auditor inquiries for additional documentation for financial audits and tax return preparation. Coordinate and request reimbursements from City of Oakland’s Major Repair Fund. Provide other accounting and project accounting assistance as assigned Upload of store front sale. Payroll Support & Administration Update and maintain payroll system for tax deductions, accruals, new legislation and accounting changes Partner with Human Resources to ensure timely payment of 403(b), HSA, union dues deductions, and other benefit payments Partner with Human Resources to liaison with ADP and TIAA-CREF for resolution of payroll and 403(b) Plan processing issues, audit staff hours monthly for eligibility requirements and catch up contributions General Administration and Office Support Manage paper and electronic records storage for Finance. Manage and update Finance intranet. Coordinate maintenance of postage service and allocation of postage costs in the general ledger. Maintain database of organizational contracts and certificates of insurance. Review and sort incoming mail several times per week. Qualifications EXPERIENCE Ability to deliver results, facilitate and influence others and suggest process and policy improvements for Finance team review Demonstrated success in paying attention to detail 2+ years of related experience English language proficiency in both spoken and written form Knowledge of Generally Accepted Accounting Principles (GAAP) Sound understanding of relationship between assets, liabilities, revenue, and expense Understanding of vendor tax regulations and compliance and how to research Understanding of accounting systems Understanding of budget and project accounting principles and terminology Understanding of financial audits and compliance requirements Strong spreadsheet skills, including database formulas Coordinate multiple tasks simultaneously Working knowledge of General Ledger accounting software systems WORK ENVIRONMENT The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
