Program Supervisor IV – Unit Maintenance Supervisor Organization: FACILITIES Primary Location: United States – Texas – Richmond Employee Status: Regular Schedule: Full‑time, Moderate travel Pay Basis: Monthly; Salary: $5,249.98 (RET 2.5% Less) Job Summary Performs complex administrative and supervisory program work. Responsibilities include establishing program goals and objectives; developing guidelines, policies and procedures; creating schedules and priorities; evaluating activities; developing budget requests; coordinating program activities; and supervising the work of others. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Essential Functions Plan, implement, coordinate, monitor, and evaluate unit maintenance projects; develop and recommend program guidelines, policies, procedures, rules, and regulations; conduct inspections of unit maintenance work and construction projects to determine compliance with applicable codes, laws, rules, and regulations; report inspection findings to staff and management. Oversee the work of unit maintenance and construction staff; review work requirements; coordinate work and advise management on proposed and ongoing unit and facility maintenance and construction projects; coordinate work assignments with other supervisors to ensure efficient and effective use of all resources; ensure projects are planned, executed, and documented in compliance with agency policies and procedures. Conferring with program staff on unit maintenance and construction project issues to identify and implement solutions; ensure compliance with applicable safety rules, regulations, and standards. Develop and maintain project records, documents, and files in compliance with agency policies and procedures; prepare program budget requests including availability of materials, equipment, and supplies; prepare and review reports detailing maintenance and construction activities, quality assurance, and work progress. Supervise the work of others; provide training and technical assistance in the program area. Assist in maintaining security of assigned inmates. Perform additional marginal duties as assigned. Minimum Qualifications A. Education, Experience, and Training 1. Graduation from an accredited senior high school, equivalent grade, or GED. 2. Five years full‑time, wage‑earning facilities maintenance, facilities maintenance administration, or construction experience. 30 semester hours of college or university coursework (CHEA or USDE recognized) may substitute for each year of experience on a year‑for‑year basis, for a maximum of three‑year substitution. 3. Two years full‑time, wage‑earning experience in the supervision of employees or inmates. 4. Water or wastewater plant operations or maintenance experience (preferred). 5. Current Texas Commission on Environmental Quality (TCEQ) water or wastewater license (preferred). 6. Ability to maintain the security and integrity of critical infrastructure as defined by state law. B. Knowledge and Skills Knowledge of maintenance and construction codes, regulations, and standards. Knowledge of construction and facility maintenance policies, procedures, and operations. Knowledge of applicable state and federal laws, rules, regulations, codes, and statutes. Knowledge of construction practices, materials, plans, and specifications. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations (preferred). Skill to communicate ideas and instructions clearly and concisely. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. Skill to interpret and apply rules, regulations, policies, and procedures. Skill in administrative problem‑solving techniques. Skill to review technical data and prepare technical reports. Skill to develop and evaluate administrative policies and procedures. Skill in the use of test instruments and equipment. Skill to read and interpret blueprints, drawings, plans, and specifications. Skill to organize maintenance and construction programs and projects. Skill to supervise the work of others.
