Job Summary
Under general direction, coordinates and completes administrative, operational, financial, statistical, and other administrative analysis and process assignments; performs assignments in support of the facilitation and administration of Task Orders and projects related to city Intergovernmental Support Agreements (IGSA); assists Executives and/or Department Managers in the handling of city contracts and associated operational and technical issues; performs special assignments and resolves project related issues, using knowledge of federal, state and local contracting processes, the operations and policies of the City, the operations and policies of the IGSA program, and assigned Department. Requires technical expertise and experience related to procurement and contracting policies and procedures, particularly as it relates to city IGSA program administration and related functions.
Pay Range:
Project Coordinator I: $24.49 to $32.66 per hour
Project Coordinator II: $26.94 to $35.93 per hour
Duties and Responsibilities
City Project Coordinator I
- Assists Executives and/or Department Managers with coordination of interdepartmental and intergovernmental projects.
- Provides technical advice and support to decision makers regarding the development of IGSA standard operating procedures.
- Provides professional level coordination and support work regarding all aspects of IGSA Task Orders and other IGSA related processes and procedures, to include development of City procurements; facilitates contract-related activities, to include preparation and tracking of Requests for Proposal, Requests for Information, contract negotiations and evaluation, contract development activities and preparation, contract administration, tracking and management, and related activities.
- Monitors compliance of appropriate contractual agreements; ensures documents comply with appropriate local, state or federal contract standards; mediates user/provider complaints; facilitates and coordinates quality control activities.
- Performs complex financial and budget analyses, including expenditure and revenue trends and forecasts; reconciles data between different sources; prepares reports on project progress and outcomes.
- Prepares and presents information necessary for administrative or management decisions and implementation of policies and decisions; particularly related to procurement and contract administration and IGSA related activities and initiatives.
- Maintains and updates a variety of computer databases and files; enters, edits, and retrieves data, and prepares reports; reviews and processes invoices, requisitions, and special government documents.
- Functions as part of a project leadership and implementation team for large federal related agreements and associated contracts, grants and programs, as well a municipal programs and projects.
- May assist in scheduling, planning, coordination and executing of events, and conferences; schedules, organizes and facilitates meetings; prepares presentations and reports;
- Collaboratively works with representatives of other City departments, military units, or community organizations in support of implementation of agreements.
- Establishes and maintains tactful and constructive relationships by collaborating with City employees, as well as the military, and other governmental representatives.
- Identifies issues, options, and projected outcomes and makes recommendations to decision makers;
- Supports the relationship between the City of Fountain and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff;
- Maintains confidentiality of work-related issues and City information;
- Performs other duties and responsibilities as required.
City Project Coordinator II
In addition to City Project Coordinator I duties:
- Assists in the development of recommendations on procedures, standards, and rules related to Intergovernmental Support Agreements (IGSA), procurement processes and contracts.
- When delegated, serves as a city representative to IGSA partners on military installations as it relates to coordination and implementation of various IGSA services and projects, to include development and implementation of standard operating procedures and processes.
- Coordinates scheduling, planning, coordination and executing of events, and conferences; schedules, organizes and facilitates meetings; prepares and delivers presentations and reports.
Supervisor Duties
This position has no supervisory responsibilities.
Work Environment
The noise level in the work environment is usually moderately quiet, occasionally disrupted by moderately loud emergency tones.
While the majority of this position’s duties are performed indoors, the incumbent will occasionally be asked to spend time in an out-of-door environment, in other premises, and in an automobile commuting to other locations.
Requirements:Qualifications
Requires High School Diploma, General Educational Development (GED) certificate, or demonstrated knowledge and ability equivalent to these educational standards.
- Bachelor's degree or equivalent combination of education and experience in Public Administration, Political Science, Accounting, Business, Economics, Project Management, or a related field is highly desired.
- Experience successfully working and interacting with U.S. military representatives and officials on U.S. military installations is required .
- Experience and familiarity with Intergovernmental Support Agreements (IGSA) is highly desired .
- Ability to obtain the following ICS Certifications: IS100 & 700 within 12 months of hire is required .
- Valid Colorado Drivers License or ability to obtain within 90 days of hire is required .
Project Coordinator I
- 2 years’ experience with administration, project and/or event management, accounting and/or invoicing, and/or public procurement practices, preferably with a military or other federal agency or other public agency setting is highly desired.
Project Coordinator II
- 3 years’ experience with administration, project and/or event management, accounting and/or invoicing, and/or public procurement practices, preferably with a military or other federal agency or other public agency setting is highly desired.
- Bachelor's degree or equivalent combination of education and experience in Public Administration, Political Science, Accounting, Business, Economics, Project Management, or a related field is highly desired.
Required Capabilities
- Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

- Demonstrated strong verbal and written communication skills, analytical skills, statistical and mathematical abilities and interpersonal skills. Ability to read and interpret documents such as safety rules, operating maintenance instructions and procedure manuals. Ability to write complex reports and distill information for many audiences.
- This position requires close, distance and peripheral vision.
- Ability to hear an average conversational voice in a quiet room, using one or both ears, at a distance of six (6) feet. Ability to hear sounds and signals indicating work and safety necessities.
- This position requires standing, walking, and sitting for periods of time. Utilization of hands and fingers to operate office computer keyboard and equipment required. Must be able to reach with hands and arms, and stoop, kneel or crouch if needed.
- Must be able to lift up to thirty (30) pounds as needed and frequently lift up to ten (10) pounds.
- This position requires effective proficiency in the use of computer software and applications, office equipment, and professional telephone use. The ability to adequately type quickly with few to no errors is also very important. This position will often require multi-tasking in the use of computer, phone, and office equipment while interacting with clients. Candidates for this position may be required to take and pass technology proficiency assessments prior to employment.
