About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ USSOUTHCOM, Security and Intelligence Directorate, Doral Miami, Florida.

Duties

Help

• Incumbent functions with significant duties in the execution of the command's SCIF program, designed to protect the foreign liaison officers, and national level agency personnel, equipment, facilities, information, and processes.
• Work involves physical protection of personnel, facilities, installations, and other sensitive materials, resources, and processes against criminal, terrorist, or hostile activities.
• Conducts security evaluations and tests the security systems and guards.
• Provides guidance and assistance for processing SCI position and eligibility requests.
• Assists with the administration and oversight of the security guard force assigned to protect the USSOUTHCOM compound.
• Conducts SCI physical security of SCIFs.
• Applies knowledge of physical security and information security to establish adequate controls and safeguards, ensuring that buildings, material, and equipment are protected against theft, illegal entry, sabotage, and/or terrorism.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Incumbent must complete a Special Background Investigation and favorable adjudication by a determining authority and must be eligible for a Top Secret clearance and access to Sensitive Compartmented Information.
• A non-disclosure agreement must be signed.
• Work requires occasional domestic and international travel away from the duty station. Employee must be available for recall outside normal working hours, including weekends and holidays.
• Temporary Duty Travel (TDY) may be required up to 25%.
• This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one (1) year of experience to the next lower grade (GG/GS-11) which prepared you to do the work in this job. Specialized experience is defined as: 1) Administering/oversight of Sensitive Compartmented Information Facility (SCIF) program; 2) Administering Temporary Sensitive Compartmented Information Facilities (T-SCIFS); AND 3) Administering and maintaining physical security standards.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

• This position has been identified for the Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals.
• This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
