Marine Management, LLC Position Description JOB LOCATION: YOKOHAMA, JAPAN Business Title: Government Furnished Equipment (GFE) Maintenance Supervisor (COSIS) Supervisory Responsibilities: Yes Overtime Eligible: No Supervisor: General Manager (COSIS) Purpose/Summary U.S. Marine Management, LLC (USMMI) is providing support to the U.S. Army Pre-Positioned Stock Four (APS-4) Watercraft/Modular Causeway System (MCS) Care of Supplies in Storage (COSIS), Exercise and Maintenance program located at the Watercraft Equipment Base - Yokohama North Dock (WEB-YND) in Yokohama, Japan, in order to support Military and Humanitarian actions worldwide. The Ground Support Equipment (GFE)/Material Handling Equipment (MHE) Maintenance Supervisor will be responsible to the General Manager acting as task organizer for crew level maintenance and submittals of work requests for all government furnished ground equipment, including generators, compressors, cranes, forklifts, tele-handlers, container handlers, dockside reelers, pressure washers, light sets, non-tactical vehicles, oil boom trailers, other trailers, and all other equipment that is maintained by YND's Logistics Readiness Center - Honshu (LRC-H) above operator/organizational (field) level. The GFE/MHE Maintenance Supervisor's responsibility shall be to ensure that all Preventative Maintenance Checks and Services (PMCS) are accomplished by the U.S. Marine Management, LLC COSIS Team operators. Responsible for performing organizational level services and repairs as facilities allow, order and maintain sufficient stocks of service kits and common repair parts, ensure that planned and unplanned services and repairs required to be accomplished by LRC-H are documented on appropriate work orders, and execute Quality Control (QC) inspections to ensure that the work is completed properly. The GFE/MHE Maintenance Supervisor shall be experienced in MHE weight testing and shall gain and maintain license on all classes of ground equipment assigned. Key Responsibilities Responsible to the General Manager to direct, coordinate and monitor, on a daily basis, GFE/MHE maintenance team members, ensuring performance and compliance with safety, environmental requirements, identified fault repair schedules and adhere to projected costs as outlined by the General Manager. Oversee and direct daily maintenance activities for USMMI COSIS managed ground support equipment to include generators, compressors, cranes, forklifts, tele-handlers, container handlers, dockside reelers, pressure washers, light sets, non-tactical vehicles, oil boom trailers, other trailers, and all other equipment that is assigned and maintained by USMMI in support of APS-4 COSIS operations. Perform and execute crew/organizational level maintenance and ensure PMCS checks and services are being conducted in accordance with Technical Manuals (TMs), Technical Bulletins (TBs) and manufacturer recommended intervals. Diagnose and identify faults on ground support equipment requiring support from LRC-H and execute work request documentation for identified maintenance support. Execute Quality Control reviews of maintenance activities performed by LRC-H and external vendors for unplanned and planned maintenance requirements for tasks over and above COSIS for APS-4 U.S. Army ground support equipment. Execute dispatching of ground support equipment on a daily basis for COSIS Operations in accordance with Army Regulations (ARs), Department of Defense (DoD) Regulations and utilize Global Combat Support System - Army (GCSS - Army) to manage the same. Oversee and provide guidance on all load test requirements for MHE to include 40 - 80 Ton Cranes, Kalmar RT240 rough terrain container handlers and all forklifts and ensure tests are conducted IAW U.S. Army TMs, TBs, ARs and Code of Federal Regulations (CFRs). Work with COSIS Team personnel to ensure proper ground support equipment training and licensing of all on site personnel to ensure safe and efficient operation of all equipment in support of COSIS Operations. Advise the General Manager of the status of GFE/MHE work orders in progress, material availability and any potential problems and recommend corrective action measures to ensure that personnel, equipment, material and services are provided as needed. Provide status on GFE/MHE maintenance schedules, cost adherence, required records and data associated with the execution of the maintenance performed on all ground support equipment. Develop and maintain COSIS Specific ground support equipment maintenance documentation IAW Performance Work Statement requirements as directed by the General Manager. Upload maintenance data into GCSS-Army, provide job sheets from GCSS-Army for maintenance tasks, and manage fault repairs in accordance with GCSS-Army, Technical Manuals (TMs), Army Regulations (ARs), Technical Bulletins (TBs) and Original Equipment Manufacturer (OEM) recommendations. Research and provide parts ordering documentation for ordering through Global Combat Support System - Army (GCSS - Army) and Local Purchasing from vendors. Provide oversight and management for the GFE Technician in the execution of all GFE/MHE scheduled and unscheduled maintenance requirements. Ensure the Tool Room Custodian conducts 100% of the inventories of all GFE/Contractor Acquired Property (CAP) that are assigned to the USMMI COSIS Team. Coordinate with the Senior Supply Specialist for storage of all Test, Measurement, and Diagnostic Equipment (TMDE) identified for the vessels and equipment and that which is on the master calibration list. Ensure that all TMDE items are secured properly within the Tool Room and in accordance with U.S. Army Regulations. Ensure the Tool Room Custodian executes proper key control and accountability. Develop, maintain, and implement changes as required to the Standard Operating Procedures (SOP) for the Custodian Tool Room outlining TMDE, GFE, MHE, Dispatch and Key Control procedures to be included in the Supply Management Plan. Perform tasks as requested and when requested by the General Manager and Maintenance Supervisor, in support of COSIS operations that may be outside of normal daily requirements. Accept and perform additional duties and achieve additional certifications in support of COSIS Operations as requested and appointed by the COSIS General Manager. Perform other position related duties as specified by USMMI management. Position Specifications Education and Experience Preferred Army Automotive or Engineering experienced Warrant Officer (915A or 919A MOS), Senior NCO (21 or 91 series MOS) or equivalent (Air Force 2T370, Marine Corp 1341, 3529 or Navy CM) with 5 - 10 years of maintenance experience. Preferred 5 - 10 years' commercial experience, if no military experience, in management of ground support equipment to include generators, compressors, cranes, forklifts, tele-handlers, container handlers, dockside reelers, pressure washers, light sets, non-tactical vehicles, oil boom trailers. Preferred Candidate will hold an EPA 609 Certification with 3 - 5 years of experience in A/C vehicle repair and service. Able to obtain/reinstate and maintain 60 Ton Crane, 80 Ton Crane and Kalmar RT240 rough terrain container handler licenses. Proficiency in the use of GCSS-A with proven maintenance management experience. Technical Skills and Competencies Required MS Office Suite (Word, PowerPoint, Excel), MS Outlook, web applications, and document publishing applications (preferable). Proficiency in the use of GCSS-Army and Maintenance Software Applications. Excellent written and oral communication skills and must be adaptive and flexible in meeting the needs of the business. Supports commitment to safety and other selected company standards and certifications. Employees will be required to work outside on GFE equipment performing checks and services, which may be during inclement weather, requiring the wear of rain gear and safety items. In the office setting the employee may sit comfortably to perform the work, usually at a computer terminal - with short breaks or lunch period. Day-to-day requirements will require some bending/stooping, reaching above shoulder level, walking, standing, carrying of light items such as parts, equipment, papers, books or packages of up to 25 pounds.
