Recreation Services Division Manager  

Department: Decatur Parks and Recreation

Work Hours:  Monday – Friday, 9am – 6pm, however, these positions may work some nights, weekends, and operating holidays.

Vary based on Programs and Events

FSLA: Full Time - Exempt

Salary: Desired Salary Range ($61,963- 68,370)

P osition Summary:

This is a manager-level position responsible for overseeing the operations of multiple recreation centers, as well as the Aquatics division. Work involves the developing, administering, and supervising a comprehensive center-based community recreation program and managing center staff. Follows department policies and procedures; co-creates goals and objectives; oversees functions and results of the division through participant, financial, and general reports.

The list of duties, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of a function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.

• Supports the mission of the Decatur Parks and Recreation Department by guiding staff and teams to carry out the strategic plans of the division.
• Develops, implements, and evaluates short and long-term goals and objectives to ensure the effective delivery of quality service to the public through the effective operation of the division. 
• Contributes to a superior work culture through participation in training and mentoring to develop leadership, management, and technical skills in self and all employees.
• Provides feedback to correct staff behavior, goal setting, and adherence to deadlines.
• Provides responsive and timely feedback on the status and progress of work activities, department, and city goals to staff and Recreation Deputy Director.
• Makes recommendations to Recreation Deputy Director for changes to manuals, policies, and procedures and communicates changes to staff. 
• Prepares, monitors, and manages the annual budget to ensure the efficient and effective operation of the Center Operations Division. 
• Creates reports of revenue and expenditures forecasts; participates in long-range planning for the department. Ensures the timely payment of services to vendors and instructors. 
• Follows all established safety rules, departmental policies, and procedures and carries out oral and written instructions with minimal supervision. 
• Resolves the patrons’ concerns, conflicts, and problems of the patrons, ensuring services are provided professionally and safely. 
• Assesses potential safety hazards at sites, reports damaged or unsafe equipment, and mitigates risk factors.
• Reviews all incident and accident reports daily. 
• Provides follow-up to staff and families promptly. 
• Participates in selecting of full-time staff; provides or coordinates staff training; works with employees to correct deficiencies; implement discipline procedures. 
• Develops, plans, and evaluates a various community services and recreation programs as detailed in the department Program Plan. 
• Processes independent contractor packets in collaboration with the Human Resource Department. 
• Collaborates with Division Managers to establish schedules and methods for providing recreation services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly. 
• Documents and reports facility issues and areas of concern, submits proper work orders and follow through to ensure completion of work order requests. 
• Analyze and benchmark the best practices for programming locally and regionally to identify opportunities for improvement and enhancement in DPRD programming. 
• Supervises program subcontractors and instructors.
• Demonstrates a commitment to provide and requires excellent customer service through cooperative and collaborative team and individual efforts.
• Creates and encourages an atmosphere of reliance and collaboration by building effective relationships with co-workers, staff, and other critical internal and external relationships to develop a culture of teamwork that will help achieve city, department, and division goals; and cultivates positive relationships with the public.
• Represents the department on committees as assigned.
• Participates in short and long-range planning for the Parks and Recreation Master Plan, CAPRA; proposes long-range capital improvement. 
• Communicates concerns and other potential issues to the Recreation Deputy Director.
• Identifies areas for improvement in programs, performance management, and other areas of responsibility and takes the initiative to design and implement timely, appropriate solutions. 
• Works collaboratively with the Center Supervisors to interact with patrons in the program via verbal or written communication. 
• Coordinates with the Marketing and Communication Program Supervisor to market programs to the community using social media, flyers, websites, brochures, etc.
• Responsible for the Recreation Services division payroll.
• Analyze trends and evaluates program operations and resource utilization; coordinates strategies and protocols to integrate Parks & Recreation services with other departments and agencies. 
• Oversees building security protocols for emergencies are practiced and followed according to department guidelines; response to all center emergencies; ensures patron and staff safety.
• Performs related duties as required.

Minimum Qualifications:

Education and Experience:

• Bachelor’s Degree in Parks and Recreation or a related field. 
• Five (5) years of experience in the recreation field with management and government (local, state, or federal) experience: or equivalent combination of training and experience, which provides the required skills, knowledge, and abilities. 

Certificates, Licenses, Registrations:

• Certified Parks and Recreation Professional or the ability to obtain within six months is preferred.
• Possess a valid Georgia Driver’s license (class C) and a satisfactory Motor Vehicle Report (MVR).
• CPR and First Aid certifications or obtain within three months are preferred.

Physical Requirements/Environmental Conditions:

• Must be able to sit, walk, and stand for long periods.
• Can lift and carry heavy objects (10-50 lbs.) sit, bend, squat, and twist daily; must be able to physically operate city vehicle.
• Have the ability to sit for long periods using office equipment and computers.
• Have the ability to walk and stand outdoors (playgrounds and parks) setting including the pool while in extreme heat and cold for up to 8 hours daily.
• Have a personal vehicle to drive for daily business on a mileage reimbursement basis.
• Must deal with constant interruptions, noise, and meet with others on a regularly.
• The employee may be exposed to a variety of extreme weather conditions. Ability to sit, stand, walk, bend, lift, climb, and perform repetitive motions on a daily.
• Ability to operate computer software, including word processing software; calculator; copy and fax machine; phone; mobile or portable radio.
• Must be available to work weekdays, weeknights, weekends, and holidays.
